About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis intends to solicit a Firm Fixed Price IDIQ contract for up to six Defense Language Proficiency Test 5 standard-setting studies per base year and option year, with a sources-sought response deadline of September 11, 2026. No set-aside is anticipated.

Performance occurs within a 50-mile radius of Washington, D.C., at a commercial venue containing one plenary room and two separate acoustic breakout rooms. Each five-day study establishes independent reading and listening cut scores across twelve languages including Bulgarian, Ukrainian, Portuguese, Japanese, Hebrew, Serbo-Croatian, Russian, French, Punjabi, Thai, and Korean, conforming to Interagency Language Roundtable skill level descriptions.

The contractor furnishes all personnel, equipment, facilities, and supplies. Staffing includes up to 24 language panel experts meeting ILR Level 3+ proficiency (50 percent native English speakers, 50 percent native speakers of the target language), one Language Resource Expert at ILR Level 4, at least two trained facilitators with measurement and testing backgrounds, and one IT Support Specialist. The contractor supplies 20-plus password-protected laptops with external mice and noise-canceling headsets, wireless internet infrastructure, and comprehensive study facilitation and reporting.

Key deliverables include monthly status reports, expert and facilitator credentials submitted 30 days prior to studies, detailed study schedules 14 days prior, venue descriptions 7 days prior, and final study reports with cut-score recommendations within 30 working days of completion. All participants execute Non-Disclosure Agreements and confidentiality procedures; the contractor provides Certificates of Destruction for test materials.

The base period and six option periods each span 12 months, commencing March 2027. NAICS 611710 (Educational Support Services) applies, with a small business size standard of $24.0 million. Interested contractors submit a five-page capabilities statement addressing prior standard-setting work, management capability, technical methodologies, and specialized personnel recruitment by September 11, 2026, to Phoenix Fluker (phoenix.m.fluker.civ@army.mil) and Edward Wojtan (edward.w.wojtan2.civ@army.mil).
