About this file

This is a Sources Sought Notice issued by the Mission and Installation Contracting Command (MICC) at Fort Eustis on behalf of the U.S. Army's Defense Language Institute Foreign Language Center (DLIFLC) to conduct market research for DLPT5 Standard-Setting Study Support Services.

The Government seeks a contractor to provide comprehensive, turn-key services to plan, staff, execute, and report on up to six DLPT5 Standard-Setting Studies per year. The contractor must provide all personnel, facilities, supervision, and materials necessary to perform the work. Special requirements include: (1) provision of a commercial conference facility within a 50-mile radius of Washington, D.C., containing one plenary room and two separate acoustic breakout rooms for each 5-day study; (2) responsibility for safeguarding sensitive Government test materials, administering Non-Disclosure Agreements to all participants, and providing Certificates of Destruction; and (3) provision of all IT hardware, including 20+ password-protected laptops, external mice, noise-canceling headsets, and stable high-speed internet. The applicable NAICS code is 611710 (Educational Support Services) with a Small Business Size Standard of $24.0 Million, and the Product Service Code is U099 (Education/Training – Other). Interested parties must submit a capabilities statement of no more than five pages by 12:00 PM EDT on September 11, 2026, addressing prior work on standard-setting studies, management capability, technical methodologies (e.g., Modified Angoff, Bookmark), ability to recruit specialized personnel meeting ILR 3 and 4 proficiency standards with 50/50 native-speaker balance, and company profile information including business size, employee count, office locations, UEI, and CAGE Code. Responses must be emailed to Contract Specialist Ms. Phoenix Fluker (phoenix.m.fluker.civ@army.mil) and Contracting Officer Mr. Edward Wojtan (edward.w.wojtan2.civ@army.mil) with subject line "Sources Sought Response: DLPT5 Standard-Setting Study Support." This notice is for informational purposes only and does not constitute a solicitation or commitment by the Government.

SOURCES SOUGHT NOTICE FOR

US Army, Defense Language Institute Foreign Language Center (DLIFLC)

Standard-Setting Study Support Services

INTRODUCTION

The Mission and Installation Contracting Command (MICC) – Fort Eustis issues this Sources Sought as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for DLPT5 Standard-Setting Studies. The results of this market research will be used to determine the appropriate acquisition strategy and to assess the market's capability to successfully meet the United States Government requirements.

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. A Draft Performance Work Statement (PWS) is attached for review (Attachment 1).

PROGRAM BACKGROUND

This effort supports the Defense Language Institute Foreign Language Center’s (DLIFLC) responsibility to develop and maintain valid, reliable, and legally defensible language proficiency assessments for the Department of Defense. DLIFLC uses the Defense Language Proficiency Test (DLPT5) to certify the proficiency of U.S.

Government personnel against the Interagency Language Roundtable (ILR) Skill Level Descriptions. A critical component of test validation is the use of formal Standard-Setting Studies, which produce evidence-based "cut scores" (i.e., the number of correct answers required for a proficiency level). This requirement is for a contractor to provide turn-key services to conduct these essential studies.

REQUIRED CAPABILITIES

The contractor should provide comprehensive services to plan, staff, execute, and report on up to six (6) DLPT5 Standard-Setting Studies per year. The contractor shall provide all personnel, facilities, supervision, and materials necessary to perform the tasks detailed in the attached PWS.

If your organization has the potential capacity to perform these contract services, please provide a tailored capabilities statement addressing the particulars of this effort. This statement should include appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated, organizations should address the administrative and management structure of such arrangements.

The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; and 3) implement a successful project management plan that ensures compliance with program schedules, cost containment, and risk mitigation.

SPECIAL REQUIREMENTS

1.) Secure Facility Provision: The contractor is required to provide a commercial conference facility for each 5-day study. The facility must be located within a 50-mile radius of Washington, D.C., and contain, at a minimum, one plenary room and two separate acoustic breakout rooms.

2.) Personnel & Information Security: The contractor shall be responsible for safeguarding all sensitive Government test materials. This includes, but is not limited to, administering Non-Disclosure Agreements (NDAs) for all participants and providing the Government with a formal Certificate of Destruction for all materials upon completion of each study.

3.) IT & Equipment Provision: The contractor must provide all IT hardware for each study, including 20+ password-protected laptops, external mice, and noise-canceling headsets, along with a stable, high-speed internet connection.

ELIGIBILITY

The applicable NAICS code for this requirement is 611710 (Educational Support Services) with a Small Business Size Standard of $24.0 Million. The Product Service Code is U099 (Education/Training – Other). Each respondent must clearly identify their business size in their capabilities statement. Please also include both your UEI and CAGE Code in your responses.
