About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command is seeking vendors for Defense Language Proficiency Tests (DLPT) Quality Control and Validation Services. The pre-solicitation notice is a Sources Sought Notice for an intended sole-source Firm Fixed Price contract, with the primary objective of obtaining independent linguistic reviews of language proficiency test materials across approximately 50 languages. Contractors must provide Target Language Experts (TLEs) capable of conducting Interagency Language Roundtable (ILR) reviews, verifying linguistic authenticity, and assigning proficiency levels. Interested businesses are required to submit detailed information including company background, previous experience, competitive considerations, and capabilities in meeting contract requirements. The response deadline is May 8, 2025, with vendors encouraged to identify potential competition restrictions and provide comprehensive company and capability information.
While initially planned as a sole-source procurement under FAR 6.302-1, the government is open to competitive options based on market research responses. The contract will cover an Indefinite Delivery, Indefinite Quantity (IDIQ) single award performance period from October 1, 2025 to August 31, 2030. Annual contract requirements include reviewing up to 10,000 test items and 5,000 reading and listening comprehension passages, with reviewers required to have advanced professional proficiency equivalent to educated native speakers. The government is particularly interested in small business participation, including 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. Specific contract tasks include quality control plan submission, test item review, field test payment processing, and maintaining strict test security and confidentiality.
