About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research through a Request for Information (RFI) regarding sustainment of the Defense Injection Reception Emergency Action Message (EAM) Command and Control (C2) Terminal (DIRECT) program, a TS/SCI classified system that has operated since 2000. The RFI seeks to identify potential contractors capable of providing continued sustainment, production, tech refresh, and contractor logistics support for this critical nuclear command and control system. Key qualifications include maintaining a minimum of ten TS/SCI-cleared engineers with comprehensive DIRECT system knowledge equivalent to original equipment manufacturers, demonstrating 12+ years of logistics support experience, and possessing extensive EAM certification and nuclear C3 systems expertise. Contractors must demonstrate proven capabilities in designing, producing, testing, installing, and sustaining nuclear command and control equipment, along with compliance to CMMI Level 3 and ISO 9001 quality assurance standards and Information Assurance requirements. Responses to the RFI are due electronically by 4:00 PM EST on March 19, 2026, to Clevetta Brown (clevetta.brown@us.af.mil) with a copy to Natasha Montano (natasha.montano.1@us.af.mil).
This pre-solicitation notice includes no set-aside designation, and no current contractor or award value information is provided in the RFI documentation. The solicitation encourages responses from large businesses, small businesses, joint ventures, and teaming arrangements to participate in the market research effort. Critical operational requirements include maintaining 24/7/365 field support across both CONUS and OCONUS locations at nine operational locations with four-hour restoration timelines, operating a dedicated help desk, and providing monthly software updates and preventative maintenance visits. Respondents must maintain a TS-cleared facility with complete software development environment capabilities and demonstrate recent experience with security reaccreditations within the past five years. The RFI explicitly states that it does not commit the Government to issue a contract and does not provide reimbursement for respondent participation costs.
