About this opportunity
The U.S. Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) Wildlife Services is requesting capability information by September 30, 2026, for market research to establish a meat processing facility contract for white-tailed deer carcasses in Illinois; this is a pre-solicitation notice with no active solicitation at this time.
The processing facility must be located within 70 road miles of the Interstate 55 and Interstate 80 intersection in Northeast Illinois, have paved road access, and be permitted and approved by the Illinois Department of Natural Resources and licensed by the Illinois Department of Agriculture as a Type II or higher facility for wild white-tailed deer meat processing. USDA will deliver field-dressed, eviscerated carcasses two or more times per week, generally on Wednesdays and Fridays.
The contractor will process between 500 and 1,600 deer carcasses annually. The anticipated contract period runs from November 1, 2026, through October 31, 2031, consisting of a 12-month base year with four optional renewal years. Processing work includes skinning, grinding venison into 1–2 pound packages marked with facility name and "not for sale," freezing, and arranging transfer to charitable organizations designated by Wildlife Services. The contractor is responsible for disposal of all waste byproducts through approved sanitary landfill or state and federally approved methods. Venison from deer sampled for Chronic Wasting Disease surveillance must be held separately until negative results are confirmed. Monthly invoices will be submitted electronically through www.IPP.gov for electronic funds transfer payment. Interested parties should submit organization information and tailored capability statements addressing the location, facility licensing, and annual carcass-processing volume requirements.
