About this opportunity

The Department of the Treasury Bureau of the Fiscal Service has issued a Special Notice on behalf of the Gulf Coast Ecosystem Restoration Council (GCERC) regarding the Deep Water Horizon Project Tracker (DWHPT). The agency anticipates issuing a Firm-Fixed-Price contract to Gulf of Mexico Alliance for access and support of the DWHPT system to complete science reviews and reduce duplication of efforts across the Gulf of America. The contract structure includes one 12-month base period with four 12-month option periods, beginning August 1, 2025, with an anticipated award date of July 31, 2025. This Special Notice serves as a request for capability statements from potential vendors to determine if alternative sources exist before proceeding with a sole source award. The procurement falls under the Custom Computer Programming Services NAICS code and focuses on data collection and management support services.

The primary purpose of this Special Notice is to identify whether any vendors besides Gulf of Mexico Alliance can provide equivalent services for maintaining the Deep Water Horizon Project Tracker system, which manages ecosystem restoration project data across Gulf Coast states. Interested vendors must submit electronic capability statements by July 17, 2025, at 10:00 AM EST to purchasing@fiscal.treasury.gov, including company information, UEI number, service descriptions, contract vehicle details, and a five-page capabilities statement demonstrating their ability to meet requirements. All business sizes are eligible to participate, including small businesses, disadvantaged businesses, and other classifications. The government retains sole discretion to proceed with the sole source award to Gulf of Mexico Alliance if no responses clearly demonstrate equivalent capabilities that would be more advantageous to the government. The DWHPT system requires ongoing maintenance including quarterly data updates, quality assurance, website maintenance, web application hosting, and development of interactive maps and dashboards for tracking ecosystem restoration efforts.
