About this file
This Performance Work Statement (PWS) details the requirements for maintaining the Deep Water Horizon Project Tracker (DWHPT) for the Gulf Coast Ecosystem Restoration Council (GCERC). The primary objectives include collecting, updating, and managing project data related to ecosystem restoration efforts across the Gulf of America, with tasks spanning data collection, quality assurance, website maintenance, and web application hosting.
Key requirements include quarterly data updates, maintaining a comprehensive project database, developing web GIS services, creating interactive maps and dashboards, and ensuring continuous functionality of the project tracking system. The contract has a 60-month period of performance (one 12-month base period and four 12-month option periods), with the contractor responsible for collecting project information, performing quality control, updating web platforms, and providing ongoing technical support to track and display ecosystem restoration projects across Gulf Coast states.

PERFORMANCE WORK STATEMENT
Gulf Coast Ecosystem Restoration Council
Deep Water Horizon Project Tracker
1.0 OVERVIEW & BACKGROUND
In July 2012, the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act (RESTORE Act) established the Gulf Coast Ecosystem Restoration Council (GCERC), which is comprised of governors from the five affected Gulf States, the Secretaries from the U.S. Departments of the Interior, Commerce, Agriculture, and Homeland Security as well as the Secretary of the Army and the Administrator of the U.S. Environmental Protection Agency.
Because of its mission, recent establishment, and collaboration across multiple agencies, GCERC is a unique entity with needs and challenges that most other agencies do not share. The Council is a micro federal agency and has a very small staff of twenty-nine. Due to the small size of the Council staff, it is not feasible or cost effective to have dedicated support staff to meet the Council’s project review requirements
GCERC requires services for ecosystem restoration-based science support, including determining the number and scope of projects currently taking place in the Gulf of America
2.0 OBJECTIVE/SCOPE OF WORK
The purpose of this award is to procure access and support the Deep Water Horizon Project Tracker (DWHPT) to complete science reviews and to reduce the chance of duplication of effort across the Gulf of America. This award will ensure the Deep Water Horizon Project Tracker shall be kept up to date, with all current and past projects in the Gulf of America. This will involve identifying when new projects are announced to the public and track down contacts to funded programs when needed to keep the tracker up to date. In addition, the update will be compiled from the process developed by the Deepwater Horizon Project Tracker Working Group and deliver data by quarterly delivery dates. This requires coordination of project data collection into an existing project database, regular updates to the system and maintaining important relationships with the funding programs developed through this process.
3.0 TASKS AND DELIVERABLES
Maintain Deep Water Horizon Project Tracker
Task 1 – Data Collection
● Collect new and updated project information from funding programs not currently in the DWHPT through phone calls and/or emails.
● Collect missing information for existing projects and acquire project information based on the project tracker schema organized as attributes and shapefiles from funding programs. This includes updates to the database or website to improve its functionality for specific funding partners.
● All project data information is updated in the current schema to include:
● Attribute tables
● Update representative GIS features
● Provide unique ID numbers for projects
● Update project website content as needed
Deliverable 1 - Quarterly report on data updates in an electronic PDF format due on the last day of each quarter to be submitted via email to the GCERC COR staff and the POC for managing the DWHPT.
Task 2 – Quality Assurance and Quality Control (QA/QC) processes Aggregate and clean project data by:
● Convert excel information to the existing geodatabase table.
● Load GIS features by digitizing and populating source attributes per DWHPT schema.
● Create buffered points in polygon feature service.
● Perform automated and manual Quality Assurance and Quality Control (QA/QC) processes to ensure accurate data
○ Perform a final check for errors and completeness.
○ Update the completeness table on website.
○ Update website text as needed.
Deliverable 2 - Project data on the DWHPT website will be updated to include project information (project tables, GIS features, unique ID numbers) to be made available on the DWHPT website by the data coordinator by each quarterly delivery date. This schedule will be established at the onset of each project fiscal year by the DWHPT working group.
Task 3 – Coordinate site updates four times per year to include:
● Oversee project updates and ensure schedule/work commitments are maintained.
● Oversee website enhancements.
● Develop website enhancements as needed.
● Attend quarterly project coordination and planning calls.
Deliverable 3 - Update to the database and website by the data coordinator and website developer by the quarterly delivery date. This schedule will be established at the onset of each project fiscal year annually by the DWHPT working group
Task 4 – Process enhancements for data processing and QA/QC tools Work on enhancing the processes to include:
● Automate the QA/QC processes, including standardizing attributes with specific domains, checking for completion, checking that all GIS features and tables have the same number of records, develop and maintain the existing online data upload tool.
● Coordinate and build website enhancements that require little to no customization.
Deliverable 4 - Updated/new data processing tools and QA/QC tools as needed/required.
Task 5 – Website and data updates.
Implement website\data updates to include:
● Maintain master database for project partners.
● Archive quarterly pre-update versions of databases and tools.
● Update master database and tools.
● Perform quality assurance testing and review.
● Maintain tabular data for use in project tracker web site.
● Prepare data for publishing of web GIS services.
● Publish web map and feature services.
● Prepare data for the development of web report graphics.
● Create web report graphics and update on web server.
Deliverable 5 - Provide services to maintain functionality of web GIS map and feature services, database, tabular tables and graphics for website as needed/required.
Task 6 – Process enhancements for website and database Develop and maintain website, data, and process enhancements to include:
● Update schema; minor changes to targeted resources; delete unused attributes
● Update map viewer so users can easily see which projects are co-funded by multiple sources.
● Adjust search function on web map so that searching by Targeted Resources, Project Action, and
Funding Program search off multiple attributes. (e.g. search by targeted resources results in records that match resources1, resources2, resources3, etc.)
● Update Study Areas for individual project pages, as well as each layer in the web map.
● Develop new data layer/table for projects that have been announced but not awarded.
● Develop a new project summary dashboard.
Deliverable 6 - Update web application, database and schema, and project summary dashboard as needed/required.
Task 7 – Web Application Hosting to include GIS web services and dashboard hosting.
● Hosting and maintaining web maps keeping the interactive map platform online and accessible, ensuring performance, uptime, and responsiveness.
● Enabling search, filtering by project type or location, and pop-ups with project information function properly
● Ensuring accessibility across browsers and devices
● Using visual elements (bar charts, pie charts, gauges, timelines) to show progress or trends are current and functional
Deliverable 7 - Web GIS services and dashboard hosting are to remain operational during the contract period of performance and a continual basis with limited downtime to allow for maintenance, updates, and repairs.
4.0 PLACE OF PERFORMANCE
The work shall be performed at the Contractor facility, or approved Contractor off-site location.
5.0 PERIOD OF PERFORMANCE
