About this opportunity

The National Institutes of Health intends to award a firm-fixed-price purchase order to Coherent Corporation for a Deep Ultraviolet 320 nm laser for high-dimensional flow cytometry, with capability statements due by September 18, 2026. The Government plans to proceed as a sole-source acquisition under FAR 6.302-1 (only one responsible source), based on the proprietary nature, unique configuration, and compatibility requirements of the equipment. Interested parties that believe they can meet the requirements may submit a capability statement demonstrating ability to provide the required 320 nm deep ultraviolet laser and satisfy technical and compatibility specifications.

The laser will upgrade existing flow cytometers at the LP Research Flow Cytometry Facility within the Center for Cancer Research and enable excitation of deep-ultraviolet fluorescent probes. The unit must integrate with the laboratory's existing Cytek spectral, LSR II, LSR Fortessa, and Influx flow cytometers, as applicable. Expansion of high-dimensional analysis capabilities will support validation of deep-ultraviolet fluorochromes, their integration into existing research panels, and continued use in research applications without requiring purchase of an entirely new flow cytometer. The Government will evaluate all timely responses and determine whether the acquisition should proceed as a sole-source award or be converted to a competitive solicitation.

NAICS 334516 (Analytical Laboratory Instrument Manufacturing); PSC 6640 (Laboratory Equipment and Supplies).

Notice text

The National Institutes of Health (NIH) intends to award a Firm-Fixed-Price Purchase Order to Coherent Corporation for a Deep Ultraviolet (DUV) 320 nm Laser for High-Dimensional Flow Cytometry.

The LP Research Flow Cytometry Facility provides essential cell sorting and flow cytometry analysis services to the Experimental Transplantation and Immunotherapy Branch and other branches and programs within the Center for Cancer Research (CCR).

The required 320 nm deep ultraviolet laser is necessary to upgrade existing high-dimensional flow cytometers and enable excitation of deep-ultraviolet fluorescent probes. The laser will expand the laboratory's high-dimensional analysis capabilities without requiring the purchase of an entirely new flow cytometer. The unit must be capable of installation and use with the laboratory's existing Cytek spectral, LSR II, LSR Fortessa, and Influx flow cytometers, as applicable. The expanded capability will support validation of deep-ultraviolet fluorochromes, their integration into existing panels, and their continued use in research applications.

The Government intends to solicit from a single source in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Based on the proprietary nature, unique configuration, and compatibility requirements of the equipment, Coherent Corporation is the only known responsible source capable of providing the required laser without substantial duplication of cost or unacceptable delay.

This notice is not a request for competitive quotations. However, interested parties that believe they are capable of meeting the Government's requirements may submit a capability statement demonstrating their ability to provide the required 320 nm deep ultraviolet laser and meet the Government's technical and compatibility requirements.

The Government will consider all timely responses received and determine whether the acquisition should proceed as a sole-source procurement or be competed.

The Government anticipates making an award approximately five (5) calendar days after the closing date of this notice, unless the Government determines that another responsible source is capable of meeting the requirement.

Capability statements shall be submitted electronically to haunp@mail.nih.gov no later than 9:00 a.m. EDT on September 18, 2026.

Please reference Notice No. 75N98026Q01174 in the subject line of the response.
