About this opportunity

The Department of the Navy Naval Supply Systems Command has issued a solicitation for deep cleaning services under contract YRB-30, with the detailed statement of work referenced in document N6264925R0007. This procurement falls under the Ship Building and Repairing NAICS category and specifically targets non-nuclear ship repair services. A critical requirement for award eligibility is that contractors must possess either a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR) with the U.S. Navy, as the award will be structured as a firm fixed price job order under the contractor's existing Master Agreement for Repair and Alteration of Vessels (MARAV). Firms without an existing MSRA or ABR are only eligible if sufficient time remains for the Navy to assess their application and execute the agreement without affecting vessel availability schedules. The solicitation was posted on September 12, 2025, with responses due by September 22, 2025, providing a tight ten-day response window.

This opportunity does not utilize any small business set-aside designations, making it open to full and open competition among eligible contractors. The solicitation does not identify any incumbent contractors or provide specific award values or budget ranges for the deep cleaning services. While the contract structure will follow a firm fixed price job order format, no details regarding the quantity of vessels requiring service or the timeline for completion are specified in the notice. Performance will take place in Yokosuka, Kanagawa, Japan, indicating this is likely related to U.S. Navy vessel maintenance operations at the naval facility in that location. The international location and specialized naval requirements suggest this contract serves the operational needs of the U.S. Pacific Fleet stationed in Japanese waters.
