About this opportunity

The Department of State is seeking a dedicated internet channel service for the U.S. Consulate General in Casablanca, Morocco, with a specific requirement for a 30 Mbps internet connection including VPN and associated internet services. The solicitation (Number 19M03025Q0003) is a Request for Quotations (RFQ) for a twelve-month base period with an option to renew for an additional 12 months. Potential vendors must attend a pre-quotation conference on April 7, 2025, at 10:30 am local time and submit their quotations by April 11, 2025, at 16:00 local time. Evaluation will be conducted using FAR 13 Comparative Evaluation procedures, with vendors required to complete specific documentation including a Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire, Software Producer Attestation Form, and Anti-Discrimination Form. Prospective offerors must contact CasablancaProc@state.gov by April 3 to arrange building entry and conference participation.

The solicitation is not set aside for any specific business category, though the technical requirements are stringent, including 99.9% network availability, packet loss less than 0.5%, and 14 dynamic public IPv4 addresses. The contract will support the Consulate's potential relocation to Casa Finance City during the contract period, with the contractor responsible for completing necessary installations at the new site. Vendors must be registered in the System for Award Management (SAM) and are prohibited from using equipment from ZTE, Huawei, or Xiaomi. The place of performance is Casablanca, Morocco, with the service to be implemented from June 1, 2025, to May 31, 2026, for the base period. While specific award value is not detailed, the technical specifications suggest a comprehensive telecommunications service tailored to meet the Consulate's secure communication requirements.
