About this opportunity
The National Park Service Northeast Region seeks decorative artifacts conservation services through a firm-fixed-price purchase order, with quotes due June 24, 2026, at 1:00 PM ET. The procurement is a total small business set-aside under NAICS 541990 with a $19.5 million size standard.
Place of performance is Boott Mill, Lowell, Massachusetts, with core hours Monday through Friday, 8:00 A.M. to 4:30 P.M., and occasional regional travel required. The contractor must be a professionally trained conservator with a graduate degree in conservation or equivalent apprenticeship with accredited museums, minimum 5 years' experience on significant historic objects, and demonstrated knowledge of conservation theory, digital photography, Microsoft Office, and Adobe Photoshop. All contractor personnel must complete a National Agency Check and Inquiries background investigation and obtain a Personal Identity Verification credential.
The period of performance is 365 days from award, spanning July 1, 2026, to June 30, 2027. Six specific work items are defined: Bishop White House Collection Condition Survey (125 hours, $5,000 NTE); Todd House Collection Condition Survey (120 hours, $3,000 NTE); Saint-Gaudens National Historical Park Plaster Moulds Survey (125 hours, $4,000 NTE); Saratoga Monument Bronze Doors and Windows Conservation Treatment (150 hours, $5,000 NTE); Statue of Liberty and Ellis Island Museum Collections Survey (160 hours, $5,000 NTE); and Women's Rights National Historical Park Conservation Treatment (250 hours, $5,000 NTE). The contractor arranges and bears all travel, shipping, and conservation supplies costs, adhering to GSA travel guidance.
Award will be based on best value integrating Past Performance (at least three narrative examples with verifiable points of contact), Key Personnel qualifications, and Cost/Price (line-item labor detail and stand-alone NTE per project). All evaluation factors other than price are significantly more important than price when combined. Questions are due June 17 at 10:00 AM ET. Amendment 0001, effective June 1, clarifies the small business set-aside designation; acknowledgment of amendment receipt is required prior to quote submission.
