About this opportunity
The U.S. Coast Guard Department of Homeland Security is seeking to procure the fabrication and installation of main and 01 deck awnings for the CGC BERNARD WEBBER, a 154-foot vessel. This procurement involves both the manufacturing of awning frames and canvas components as well as their installation at the vessel's homeport location. The Coast Guard intends to award this contract as a sole source purchase order to Pipe Dreams Marine LLC based on their status as the original equipment manufacturer and exclusive possession of proprietary "as built" configuration drawings that have not been released to the government. The vendor selection is justified by Pipe Dreams' previous custom installation experience with the 154' WPC Fleet and the unavailability of the original awning for other contractors to use as a template, as it was previously removed and relocated to another vessel. The solicitation was posted on October 10, 2025, with a response deadline of October 17, 2025.
This opportunity does not utilize any set-aside designations and specifically identifies Pipe Dreams Marine LLC of Woodbine, New Jersey as the intended sole source contractor with Unique Entity Identifier E99USRQH4KJ6. The procurement value falls within the Simplified Acquisition Threshold, though specific dollar amounts are not disclosed in the available documentation. The work will be performed in Curtis Bay, Baltimore, Maryland, with the awnings ultimately destined for installation on the vessel at its Miami, Florida homeport. The original awning system is no longer available for reference as it was transferred to CGC WINSLOW GRIESSER as part of the 154' RDAP program, creating unique circumstances that support the sole source justification. The procurement falls under NAICS code 336611 for Ship Building and Repairing and PSC code J020 for Maintenance/Repair/Rebuild of Ship and Marine Equipment.
