About this opportunity
The Defense Threat Reduction Agency (DTRA) is seeking professional analytical services to support its Countering Weapons of Mass Destruction (CWMD) mission through the Decisive Action (DA) Follow On contract. The procurement will provide Advisory and Assistance Services across six primary task areas: program management, sensitive activity advisory, WMD defeat advisory, data integration, pattern analysis, and campaign management. Contractors must possess a TOP SECRET//SCI facility clearance and demonstrate capabilities in supporting complex national security operations involving threat network analysis and operational planning. The government requires interested vendors to submit a 5-page capability statement addressing company information, past performance, and facility capabilities by May 5, 2025. Evaluation will focus on firms' ability to provide secure facilities, expertise in irregular warfare, and support for Combatant Commands and Special Operations Forces.
The solicitation specifically targets small businesses, including 8(a), Service-Disabled Veteran-Owned, Women-Owned, and HUBZone firms. The current contract is held by CACI NSS, LLC (existing contract HDTRA1-23-F-0020), and the new procurement is anticipated to be a follow-on valued at $338.5M. The contract will have a 12-month base period with four 12-month option periods, with work to be performed both in Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations. Projected award is scheduled for the third quarter of Fiscal Year 2026, with an estimated requirement of approximately 116 personnel, including about 19% working in overseas locations. The performance will involve supporting interagency partners and utilizing various analytical tools including Microsoft Office 365, Tableau, Analyst Notebook, R & R Studio, Python, and ArcGIS Pro.
