The solicitation requires contractors to submit initial design drawings and calculations within 45 days of contract award, with the government providing review and comments within 30 days. The contract will be awarded to the lowest-priced, technically acceptable offeror who meets all specifications. Key submission deadlines include questions being accepted until March 18, 2025, and the final proposal due by March 25, 2025, at 1:00 PM Central Time.

The contract has a total performance period of 562 calendar days from award, with specific requirements including a deckhouse, tool room, 15kW diesel generator, 1,200-gallon fuel tank, and accommodation for a government-furnished woodchipper and dumpster. The barges will be used for debris removal operations at Lake Cumberland, with the place of performance located in Jamestown, Kentucky.
