SCOPE OF WORK
NASHVILLE DISTRICT – U.S. ARMY CORPS OF ENGINEERS
LAKE CUMBERLAND TRUCKABLE WORK BARGES
CONTRACT DESIGN & CONSTRUCTION
1.0 GENERAL
The intent of this scope is to product designs and construction for two coupled steel work barges to support Lake Cumberland Debris Removal Operations. The coupled barge unit will be approximately 75 feet long by 36 feet wide, and with a hull depth of 5 feet. The barges will support a material handling grapple on a 46-50 feet long telescoping knuckle boom picking up 2,000 lbs. of material at full reach. The barges will also be outfitted with a small deckhouse and tool room, generator, fuel tanks and a GFE woodchipper and dumpster.
Drawings and calculations shall be submitted to the Government for review and approval.
The coupled barges shall be designed in accordance with the American Bureau of Shipping (ABS) Class requirements for “ABS Maltese Cross A-1 Barge, River Service, Reinforcement B”.
2.0 SCOPE OF WORK
The Contractor shall perform investigations, studies, design, engineering, drafting, and estimating necessary to develop the design and construction of the vessel as described herein, and as included as Enclosure A.
3.0 DEFINITIONS
The following definitions are applicable to phrases and acronyms used throughout this contract.
· COR – Contracting Officer’s Representative is a member of the contract management and quality assurance team authorized by the Contracting Officer to perform certain administrative and managerial duties. A copy of the COR’s authority letter is furnished to the Contractor.
· K.O. – The Contracting Officer who signed the contract. (the KO are the authorities for any changes to the contract)
· USACE – United States Army Corps of Engineers.
· LRN – Nashville District
· LC – Lake Cumberland
4.0 SPECIFIC REQUIREMENTS
a. DRAWINGS
The ANSI B size drawings required to be made in the list of deliverables shall be numbered and titled and developed to a level of detail consistent with the complexity and criticality of the system. Drawings are required to be prepared on AutoCAD or Equivalent.
The contract detail level is intended to provide sufficient detail to allow construction to take place without any further change to the vessel arrangements, structure, systems, and components identified on drawings.
The Contract Drawing level of detail must be sufficiently developed so that construction level detail added by the builder will not result in the need to change any of the information shown on the contract level drawing.
In general, the contract drawings shall show the following level of detail:
· Accurate general arrangements and subdivision
· Sizes of all structure, piping, and wiring.
· Location and arrangement to scale of all equipment items that weigh more than 200 pounds.
· Location and arrangement to scale of all equipment items that are more than 3 feet in their largest measured dimension.
· Location and arrangement to scale of all piping manifolds.
· Foundations of all equipment components that are intended to take loads that are in addition to the weight of the machinery components.
· Identification of all major equipment (generators, winches, pumps, filter assemblies, etc.) for each system drawing. In order to allow flexibility and competition in the shipyard contractor’s final equipment selection, all equipment and components shall include performance criteria and/or specifications on the drawing equipment list.
5.0 GOVERNMENT FURNISHED MATERIALS
The Government will furnish the documents outlined in Enclosure A to the Contractor for his use and reference.

7.0 REQUIREMENTS FOR DELIVERABLES
a. SUBMISSION FOR REVIEW
All deliverables shall be submitted for review by LRN/LC electronically by email to the COR and/or Technical POC.
Naval Architecture & Scientific Related Submittals – GHS geometry files, input files and output files shall be included with the accompanying submittal. Submittals without the support files will not be reviewed by the Government.
Structural Drawings & Details – supporting structural calculations shall be submitted with the accompanying drawing. Drawings without the supporting calculations will not be reviewed by the Government.
Piping & System Drawings – supporting pump and flow calculations for applicable systems shall be submitted with the accompanying drawing. Drawings without the supporting calculations will not be reviewed by the Government.
HVAC System – support HVAC system sizing calculations shall be submitted with the accompanying drawing. Drawings without the supporting calculations will not be reviewed by the Government.
Electrical Systems – to the greatest extent possible, all electrical submittals and support calculations shall be submitted at the same time to ensure proper coordination of the complete AC and DC systems.
b. REVIEW PROCEDURE
The USACE will review the deliverables submitted by the Contractor and provide comments within thirty (30) calendar days of receipt. The review is intended to be limited to the functional aspects of the submittals with limited technical review, contingent upon the quality of the submittals.
The Contractor is responsible for the accuracy and completeness of the work, and no review by the Government shall abridge that responsibility, nor the requirements of this contract.
The Contractor shall comply with the analysis requirements defined in this Scope of Work, Enclosure A and all subsequent in-scope review comments generated by LC.
Documents returned "Accepted", which are later revised by the Contractor shall be resubmitted for information only, with a letter clearly explaining how the revision impacts the document.
Review of documents previously returned "Accepted" will be limited to checking that all review comments have been properly addressed and that revised portions are acceptable.
Documents returned "Not Accepted" will be treated as though they are new submittals when resubmitted by the Contractor.
The Contractor may not use the review procedure for contract deviations. Any requested deviations from the Scope requirements or previous design decisions must be addressed by separate correspondence to the COR.
c. FINAL SUBMITTAL OF DELIVERABLES
Following completion of the review of deliverables, incorporation of review comments and/or required changes, re-submittals, and acceptance, the Contractor shall furnish the final copies of each deliverable (as applicable) as follows:
Calculations and Narrative Analysis
Electronic files of each document prepared on electronic word processing equipment compatible with Microsoft Word 2013. Calculations shall also be provided on usable native files, with the intent that the Government will be able to modify the files at a later date in the event that modifications to the barge are required. Native files shall include any FEA and GHS files that the Contractor produces. The Contractor shall also produce PDF copies of calculations and analyses upon final acceptance of the submittals.
The Government shall be the sole owner of the design and shall have "Unlimited Rights" to use all drawings and materials associated with the project for re-procurement, duplication and disclosure.
Drawings
(1) All drawings shall be prepared in AutoCAD format or Equivalent and shall conform to the American National Standards Institute (ANSI) Standard B, 11x17. Drawings shall be in flat size, format A (horizontal or vertical) or D as required by ANSI B. In no case will drawings in any other size or format be accepted. Title blocks shall conform to ANSI dimensions and shall be submitted to the Marine Design Center for approval.
(2) Two sets of electronic files of all AutoCAD or Equivalent prepared 11x17 drawings. The files shall be provided through a Government approved file transfer website in AutoCAD 2017, or newer, file format. Each drawing sheet shall be a separate electronic file with a filename which conforms to the file naming convention below. The Contractor shall also produce PDF copies of drawings upon final acceptance of the drawings.
Filenames: Drawing files shall be named.
The Government shall be the sole owner of the design and shall have "Unlimited Rights" to use the drawings and materials for re-procurement, duplication, and disclosure.
8.0 PERIOD OF SERVICE
It is required that the design of this scope of work, construction, and delivery to be completed within 562 calendar days after receipt of the Signed Contract. Initial drafts of drawings and calculations shall be delivered to USACE for review within the first 45 days. USACE will review and comment on the drawings and calculations within 30 days. The Contractor shall have all comments incorporated into the drawings and calculations and returned to COR and/or LC within a 30-day period. Total period of performance 562 calendar days.
9.0 PROGRESS PAYMENTS
The Contractor shall be entitled to progress payments in accordance with Federal Acquisition Regulation (FAR) Subpart 32.5, as applicable. Payments shall be made based on the percentage of work completed, subject to the submission and approval of proper documentation, such as invoices, progress reports, and certifications, as required. The Contractor shall comply with all terms and conditions outlined in the FAR, as well as any specific requirements included in this contract.

TECHNICAL SCOPE OF WORK
FOR

LAKE CUMBERLAND TRUCKABLE WORK BARGES
1. Intent:
The intent of this Contract is to develop construction level design drawings, stability calculations and construction for the LRN Lake Cumberland Truckable Work Barges.
The objective is to design and construct barges that will operate pinned together, with the specifications stated in the Scope of Work (SOW).
The coupled barges will operate within the confines of Lake Cumberland, Kentucky and is non-navigable waterway, barges will use a telescoping knuckle boom to bring aboard woody debris for chipping, or for placing in a government provided, floating, air curtain burner.
The barges to be of a complete design that meets the criteria listed below.
The design shall include structural analysis and stability analysis considering equipment loading and barges pinned together during operations.
The Contractor shall submit drawings and calculations to the Government for review and approval.

3. Design Scope of Work:
3.1 Barges may have different widths; however, the width of the combined work platform must be 36 feet or less.
3.2.1 Operations. The contractor shall design barges that will operate as one unit by being pinned together. The coupling shall be able to be uncoupled and each barge remain stable.
Note: Debris removal work will not be performed on barges that are uncoupled.
3.2.2 The barges will be approximately 36 feet wide and 75 feet long. The barges shall be designed to be truckable to Halcomb’s Landing, Jamestown, KY.
3.2.2.1 The final dimensions of the barges are dependent on the contractor’s stability analysis that considers moment forces from a material handling grapple on a 46-50 feet long telescoping boom picking up 2,000 lbs. of material at full reach, as well as placement and weight of tool room, engine room and engines, fuel tanks, deckhouse, woodchipper, dumpster, and a skid steer. If these arrangements fail to be determined by calculation or modeling, the contractor may propose alternate barge dimensions.
3.3.1 The starboard barge, as viewed from the push boat, should have in-hull power unit, 100-gallon fuel tank, hydraulic tank with oil cooler (sized per knuckle boom specifications 30-50 gallons approximately), power unit stairway access, and tool room. The starboard barge should also have the knuckle boom mounted on the starboard bow, 8 –approximately 10ft from the bow and sides.
3.3.2 The starboard barge will may also bear the weight of the woodchipper.
3.3.3 The port barge will house a generator and minimum 1200-gallon fuel tank that is placed at the stern and below enough to be gravity re-fueled from the bow.
3.3.4 The port barge, as viewed from the push boat, shall incorporate a 1200-gallon fuel tank to supply fuel for the generator. It shall also have a fuel transfer pump connected to a 75ft hose reel on the deck. It shall also have a ramp on the bow that measures 14 feet by 14 feet, operated by two self-contained hydraulicsufficiently powered winch systems. It should also have a climate-controlled deckhouse with a type II Marine sanitation system for the head.
3.3.5 The barges below the deckhouse and tool room will be of an open hull design, if possible.
3.3.6 The two (2) spuds, (one forward on the port barge, and one aft of the chipper working area, and within reach of the knuckle boom on the starboard barge) should be of a design that allows free rotation of the knuckle boom. This could include a piecewise design, telescoping, and/or with mechanical drives.
3.3.7 Port barge spud shall be 20 feet long (minimum). Starboard barge spud shall be 25 feet long (minimum). During the kick-off meetingquestion period, the AE shall discusscan suggest with LRN/LC the feasibility of incorporating/designing longer spuds and their position to accommodate mission requirement.
3.3.8 The barges approximate draft shall be 18” and the bows shall be raked 60 degrees.
3.3.9 The hydraulic systems shall use an environmentally friendly, biodegradable oil.
3.3.10 Stability
3.3.10.1 Intact Stability – satisfy 46 CFR 170.170 and 46 CFR 174.015
3.3.10.2 Damage Stability – with any single compartment damaged and flooded, the barge shall remain afloat with positive stability (right arm). The equilibrium condition of the barge after flooding shall allow crew to safely evacuate the barge.
3.3.10.2 Lifting Stability – satisfy EM385-1-1 floating load handling equipment stability requirements.
4. Technical Requirements:
4.1 General Information
The Debris Removal Vessel – Lake Cumberland is an integrated coupled barge unit (36’ X 75’). The intent is to allow for contractor's expertise to round out design within the envelope of performance criteria to produce a complete design and products. For example, the width is not a constraining detail to the Government.
4.2 Starboard Barge
4.2.1.0 Hull Specifications
4.2.1.1 Dimensions. The intent is to allow for contractor expertise to round out design within the envelope of performance criteria to produce a complete design and products. For example, the dimensions of the barge are not a constraining detail to the Government, except for the draft and stability when using the knuckle boom. The contractor may propose a barge size for a variety of reasons given that it operates with stability, drafts shallowly, and provides the space necessary for other parameters called out in this document.
4.2.1.2 Length: 75 feet
4.2.1.3 Width: 18 feet
4.2.1.4 Hull Depth: 5 feet
4.2.2.0 Compartments
4.2.2.1 There should be 3 or 4 watertight compartments with minimal internal framework and bracing. Watertight compartments shall be arranged to allow the barge to remain afloat and stable (positive righting arm) with any single compartment damaged and flooded.
4.2.2.2 Each compartment shall have an 18’ watertight hatch (flush with the deck), with ladder.
4.2.3.0 Materials
4.2.3.1 The barge and house structure shall be designed to ABS Class requirements.
4.2.3.2 Barge shall be made of new 3/8” thick, A-36 steel.
4.2.3.3 All welds shall be to ABS or the American Welding Society (AWS) with welds being contiguous inside and out.
4.2.3.4 Bilge, top, sides and rake shall be double plated with 4”x4” edges. (Top doubler shall be internal)
4.2.3.5 The bow of the barge shall be raked 60 degrees unless it adversely effects stability.
4.2.4.0 Structural Supports
4.2.4.1 Structural supports shall be designed to carry loads specified below in 4.2.5
4.2.4.2 Framing shall be per fabricators requirements while adopting an open hull type design.
4.2.5.0 Loads (including equipment)
4.2.5.1 Knuckle Boom (KB) Material Handler
4.2.5.1.1 Please see Enclosure B for salient characteristics for the purchase and installation of one (1) telescoping knuckle boom material handler for use in the design. The anticipated desired KB machine will likelywould be a Palfinger Marine PK 41002 MGuerra 365AC.160.1, with a minimum horizontal reach of 436’3”retracted, with continuous rotation, and a minimum capacity of 2,200 pounds at full reach (including not counting grapple and saw attachment). Top Seat controls (must be on the right side of the boom), with base of seat platform shall be at a height of approx. 9’ 7 from deck. (Dead weight approx. 10,000 pounds)
4.2.5.1.2 The location of the material handler specified in 6.2.5.1.1 will be centered approximately 10’ off the starboard bow.
4.2.5.2 Woodchipper
4.2.5.2.1 The Government will provide information on one woodchipper to be installed on the barges. The GFE machine is a Morbark BVR19. (on 45% angle just aft of knuckle boom)
4.2.5.2.2 Woodchipper will have a nominal opening of 20.5”x20.88” and a weight of approximately 11,000 lbs., and dimensions approximately 20’9”x7’9”. We will be adding a (3) three feet extension table with a thickness of .25” on to the infeed deck.
4.2.5.3 Tool Room and In-Hull Power Unit Compartment
4.2.5.3.1 Deckhouse and tool room compartment(s) will be aft of the woodchipper, over the in-hull engine room opening, and be of an approximate size of 10’ wide x 14’ length, and 7’ high that shall be bolted to the 4” riser (existing design utilizes a 4”x3” angle).
4.2.5.3.2 A Four (4) feet perimeter shall be provided around the deck house. Minimum overhead clearance around the walkway shall be 7’-0”.
4.2.5.3.3 There shall be an entrance door and stairs at the aft port side to an engine room that will also contain storage shelving. This room will also contain the power unit for the material handler, a 100-gallon fuel tank and fill station with a thru-hull vent and cover. The hydraulic oil reservoir shall be sized for the material handler (approx. 30-50 gallonsper KB manufacturer standard).
4.2.5.3.4 A door will be provided to access the tool room, facing the woodchipper and KB, on the port side. The tool roomand it shall be furnished with two adjustable shelves on one interior wall no lower than 32”.
4.2.6.0 Deck Penetrations
4.2.6.1 Sounding Tubes shall be located on port side, adjacent to manhole, and one in each compartment.
4.2.6.2 Manholes/Hatches will be located (1) per compartment, be fabricated of stainless steel and flush mounted with stainless steel bolts. The port side manholes/hatches shall be watertight, 18” in diameter, each with a removable ladder that can be affixed with stainless steel bolts.
4.2.7.0 Bulwarks
4.2.7.1 12’ (transverse) x 20’ (longitudinal) bulwarks starboard aft 2’ from the corner.
4.2.8.0 Bitts
4.2.8.1 There shall be sixeven (6) bitts fabricated of 6” schedule 80 steel, with 1-1/2”, round cross bar steel and 5/8” steel plate cap.
4.2.8.2 There shall be one located on each corner and 2 located, equidistantly on the starboard side.
4.2.8.3 The bitts shall be 17” in height by 18” in length and welded to a 14” doubler plate.
4.2.8.4 Height of the round cross bar shall be 11” above the deck.
4.2.9.0 Anodes (Inland/Fresh Water)
4.2.9.1 A quantity of ten (10) fresh water compatible Aluminum anodes shall be welded to the following locations: 2 to the bow, 2 to the stern, and 3 along each the port and starboard sides.
4.2.10.0 Markings

4.3 Port Barge
4.3.1.0 Hull Specifications

4.3.2.0 Compartments

4.3.5.0 Shape
4.3.5.1 The bow of the barge shall be raked 60 degrees unless it adversely affects stability.
4.3.6.0 Structural Supports
4.3.6.1 Structural supports shall be designed to carry loads specified below in 4.3.5.
4.3.6.2 Framing shall be per fabricators requirements while adopting an open hull type design.
4.3.7.0 Loads
4.3.7.1 Ramp
4.3.7.1.2 The contractor shall furnish one (1) 14’ x 14’ ramp with electric over hydraulic, two self-contained winches (hydraulic over electric). (LRN/LC will consider alternatives at their discretion).
4.3.7.2 Dumpster (Gov’t Provided)
4.3.7.2.1 The design must also consider the weight and placement of a 30-yard dumpster (7.5’ by 22’), empty, full, or completely removed with a Roll-Off truck. At times the dumpster will be full of wet, woody debris weighing 8,000 pounds.
4.3.7.2.2 Deck mounted guide rails shall be provided for the dumpster described above.
4.3.7.3 Heavy Equipment
4.3.7.3.1 The stability and draft of the coupled barge unit shall be calculated and provided to include the consideration of the weight and placement of government provided heavy equipment such as a compact track loader. The compact track loader may be fully loaded, using the ramp, and other locations partially or fully on the port barge.
4.3.7.3.2 The weight and placement of the woodchipper in 4.2.5.2, may include locations partially on the port barge and must be accounted for in the design for its impact on stability and draft.
4.3.7.4 Deck House and Generator/Fuel Room
4.3.7.4.1 Near the stern of the port barge, and in line with the deck house/tool room on the starboard barge, the contractor shall locate a deckhouse/crew room and in-hull generator/fuel compartment(s) of an approximate size of 10’ wide x 14’ length and 7’ high that shall be bolted to the 4” riser (existing design utilizes a 4”x3” angle).
4.3.7.4.2 There shall be an exterior entrance door and stairs (aft on starboard side to a generator, 1,200-gallon fuel storage tank, MSD unit area and raw water supply.
4.3.7.4.3 A climate-controlled galley shall be provided with an entry door forward starboard side, 3 windows, a table or bar-height table, seating and a small sink, and a microwave.
4.3.7.4.4 Head and sink area (separate outside entry door optional).
4.3.7.4.5 The contractor shall provide a keel cooled (C channel cooler), 15kW diesel generator. With power supply feeding starboard barge
4.3.8.0 Fueling
4.3.8.1 There shall be a steel enclosed fuel filling station with a vent, located between the ramp king post and the corner bitt, gravity feeding the main fuel tank.
4.3.8.2 One each 75’ x 1-1/2” fuel line and reel shall be provided to transfer fuel located at forward starboard corner of the deckhouse, fed from the main fuel tank transfer pump.
4.3.8.3 A fuel tank with 1200-gallon capacity and transfer pump.
4.3.9.0 Deck Penetrations
4.3.9.1 Sounding Tubes shall be located on port side, adjacent to manhole, and one in each compartment.
4.3.9.2 Manholes/Hatches will be located (1) per compartment, be fabricated of stainless steel and flush mounted with stainless steel bolts. The manholes/hatches shall be watertight, 18” in diameter, each with a removable ladder that can be affixed with stainless steel bolts.
4.3.10.0 Safety Cable Railing
4.3.10.1 A safety cabling system shall be installed on the port side from bulwarks to two (2) feet from bow bitt.
4.3.10.2 The system will be designed and installed by industry best practices and EM 385 1-1 requirements for the intention of preventing a person from falling overboard.
4.3.11.0 Bitts
4.3.11.1 There shall be six (6) bitts fabricated of 6” schedule 80 steel, with 1-1/2”, round cross bar steel and 5/8” steel plate cap.
4.3.11.2 There shall be on located on each corner and 3 located, equidistantly on the port side.
4.3.11.3 The bitts shall be 17” in height by 18” in length and welded to a 14” doubler plate.
4.3.11.4 Height of the round cross bar shall be 11” above the deck.
4.3.12.0 Anodes (Inland/Fresh Water)
4.3.12.1 A quantity of ten (10) Aluminumanodes (Fresh Water) shall be welded to the following locations: 2 to the bow, 2 to the stern, and 3 along each the port and starboard sides.
4.3.13.0 Davit Arm with Winch
4.3.13.1 A davit, swing arm, with powered winch shall be provided at front outside corner of deck house or next to bulwarks that is capable of lifting and swinging a skiff weighing 3,000 pounds onto, and off, the barge deck.

4.3.15.0 The contractor shall provide for a screened and filtered washdown pump located in-hull and under the deckhouse.
4.3.16.0 The contractor will provide a cover plate to cover the gap between the two barges that will prevent debris and items from collecting.
5. Tasks:
A. General
All drawings provided as part of this task order shall be provided electronically. All CAD or Equivalent drawings shall be provided in AutoCAD or PDF format.
USACE shall have unlimited rights to the design.
USACE will review submitted drawings. Errors or inconsistencies in the drawings will be identified in the reviews. The contractor is required to revise the drawings to correct the errors.
Tasks shall result in a design meeting all requirements identified above.
B. Kick-Off Meeting & Design Review & Construction Meetings
The Contractor shall schedule a kick-off meeting with USACE Nashville to review the scope of work, obtain information on vessel design features not specifically identified in the SOW, and to discuss design options.
The Contractor shall schedule and hold a virtual design review meeting with Nashville/Lake Cumberland when the preliminary general arrangements are ready for review.
The Contractor shall schedule and hold bi-weekly review meetings with the Nashville/Lake Cumberland team to discuss progress and get input.
C. Contract Level Engineering & Drawings
The Contractor shall generate a set of contract drawings and calculations for the vessel. The Contractor shall provide all engineering and other services necessary for the development and production of the drawings.
The Government will generate technical specifications to be used in conjunction with the contract drawings for a complete design and construction of the barges.
The drawings shall be in accordance with ABS requirements for vessel class applicable to work barges on an inland lake.
These drawings and calculations shall include at minimum:
