About this opportunity
The U.S. Army Corps of Engineers New England District is soliciting debris removal services at Hopkinton Lake in Hopkinton, New Hampshire, specifically targeting debris accumulated at the log boom area and trash rack of the Hopkinton Dam on the Contoocook River. The contractor must furnish all necessary labor and equipment, including a 100-ton crane with a 90-foot boom, clamshell bucket, and debris pushing motorboat to remove debris and transport it approximately half a mile to a designated area. All work must comply with Corps of Engineers Safety and Health Manual EM 385-1-1, and contractors must provide comprehensive safety documentation including an Accident Prevention Plan and Activity Hazard Analysis. Work is restricted to weekdays between 7:30 AM and 4:30 PM, excluding government holidays, with a 90-day performance period. The solicitation originally had a due date of June 11, 2025, but has been extended to June 18, 2025, at 2:00 PM Eastern Standard Time, and vendors must maintain active SAM.gov registration throughout the submission process.
This procurement is designated as a total small business set-aside under NAICS code 562119 (Other Waste Collection) with a size standard of $47 million. The total contract award amount is listed at $47 million, though this appears to reference the size standard rather than the actual project value for this specific debris removal operation. The work site is located on the Contoocook River near Maple Street and NH Route 127 in Hopkinton, New Hampshire, where debris has accumulated in a 16-18 foot water column between concrete wing walls. The project area features a log boom with protective concrete trough and oak planking, along with debris screens measuring 24"x130" with 3/4" mesh, and the river bottom consists of partially concrete and mostly rock surfaces. Recent photographic documentation from May and June 2025 shows the current debris conditions that require removal using specialized equipment and adherence to strict safety protocols.
