About this opportunity

The Army Corps of Engineers, Kansas City District is soliciting quotes for supply and installation of a debris boom system at Harry S. Truman Dam, with quotes due November 2, 2026 under Amendment 0001. The Request for Quote (W912DQ26QA080) is an unrestricted, full and open competition for commercial products, with no set-aside, under NAICS 332312 and PSC 2090.

Work is performed at Harry S. Truman Lake near Warsaw, Missouri (Warsaw, MO 65355), on the Osage River. The approximately 2,000-foot boom must intercept floating debris upstream of the spillway to protect the dam's tainter gates. It must be designed for an 800-foot-long by 3-foot-thick debris field with a minimum safety factor of 2.0, withstand direct impact from an 18-inch-diameter, 100-foot log at maximum design water velocity, and resist 50 mph winds and 5-foot waves. Requirements also include USA-made construction with domestic metallic components, hot-dip galvanized or stainless steel metal, a 45-year design service life, a boat gate, and a removable section for equipment access. Engineering drawings must be stamped by a Missouri Professional Engineer. Non-metallic components are not individually required to be 100% domestic, but for U.S.-manufactured end products not wholly or predominantly of iron or steel, domestic component costs must exceed 65% of total cost through calendar year 2028.

Amendment 0001 sets CLIN 0001 final deliverables at 120 days after award, CLIN 0002 fabrication at 240 days, and CLIN 0003 delivery and offloading at 300 days. Preliminary deliverables are due 60 days after award. Option CLIN 0004 covers installation, is exercisable within 270 days of award, and extends performance 60 days. The minimum warranty is five years from final acceptance.

Award is best value, considering price, relevant experience, and past performance. Pricing is firm fixed-price. Quotes must include up to three past performance questionnaires and up to three contractor experience forms, and quotes are valid for 60 days under FAR 52.212-1(b). Submit electronic PDF quotes, including SF 1449, to the contracting officer and contract specialist. Questions go by email to those same officials, not through ProjNet. Contracting Officer Laura Hedrick can be reached at 816-389-3850, and Contract Specialist Nathaniel Leyba at 816-389-2281. The bathymetry survey is accessible in the ProjNet Plan Room, and soil and rock boring data appear in Attachment 1 of the Purchase Description.

The Contractor shall provide all labor, materials, equipment, engineering, fabrication, delivery, and optional installation necessary to furnish a complete debris boom system at Harry S. Truman Dam. The approximately 2,000-foot boom shall be designed to intercept floating debris upstream of the spillway and withstand site-specific hydraulic, wind, wave, debris, and impact loading conditions. The debris boom shall be designed for an 800-foot-long by 3-foot-thick debris field, use a minimum safety factor of 2.0 for design loads, withstand a direct head-on impact from an 18-inch-diameter, 100-foot-long log traveling at the maximum design water velocity, and withstand design conditions including 50 mph wind speed and 5-foot wave height.

This acquisition is not set-aside for small business concerns and is competed as full and open competition, Unrestricted.

An organized site visit has been scheduled for: Friday, 9 October 2026 at 11am.
