About this file

This is a Contractor Questions Answered document for the Truman Dam Debris Boom solicitation. The document addresses four key contractor inquiries regarding the solicitation requirements and processes.

The Government clarifies that questions should be submitted via email to the contracting officer and contract specialist rather than through a Projnet questions site. Regarding the contract timeline, the Government confirms that the total contract completion window is 360 calendar days after contract award when both the Base requirements and Option CLIN 0003 are exercised, with the Option CLIN available for award within 270 days of the Base award and extending the Period of Performance by 60 days. The Government also addresses a potential scheduling conflict by clarifying that the required 90-calendar-day notification requirement in Article 10—which mandates that the Contractor formally notify USACE of physical site mobilization and submit a detailed on-site installation schedule—is an administrative and operational coordination requirement that does not extend the contract Period of Performance. Finally, regarding subcontracting limitations, the Government directs contractors to clause 52.219-14 (Limitations on Subcontracting) in the solicitation for the answer to whether the Prime can subcontract the entire design, supply, and installation scope.

1) Will a Projnet questions site be established for this Solicitation?

No, contractors will submit questions by email to the contracting officer and contract specialist.

2) Section A states the Option CLIN may be awarded any time within 270 days of the award, and extends the POP 60 days. Please confirm the total completion time of 360 days with award of the Base and Option.

Confirmed. The Government confirms that the intended total contract completion window is three hundred sixty (360) calendar days after contract award when both the Base requirements and Option CLIN 0003 are exercised.

3) The Project Description Article 10 indicates that a required prior 90 day notice of Option installation work. Combined with the required work execution time, this will exceed the 90 days of completion time allowed if the Option is awarded 270 days after Base award.

The 90-calendar-day notification requirement set forth in Article 10 is an administrative and operational coordination requirement. The notice requires the Contractor to formally notify USACE when they will physically mobilize to the site and to submit a detailed on-site installation schedule. It shall NOT be added to, nor does it extend, the contract Period of Performance (POP). The performance extension for Option CLIN 0003 remains sixty (60) calendar days.

4) [Is the Prime] able to sub-contract the entire design, supply and installation scope before we put time into this tender. The Client may require that you personally provide a minimum of 50% of the services (such as the installation while subbing out the design and supply for example).

The answer to your question can be found in the solicitation at clause 52.219-14 - Limitations on
