About this opportunity
GSA Federal Acquisition Service is soliciting quotations for the purchase of four aerial lift trucks for the Drug Enforcement Agency, with proposals due August 21, 2026 at 3:00 PM ET. This is a 100% small business set-aside under NAICS 333923.
Delivery locations are Boston, Massachusetts; Atlanta, Georgia; Detroit, Michigan; and Seattle, Washington. Each vehicle is an insulated telescopic aerial platform lift truck with service body on a 2026 or newer Ford F550, RAM 5500, or GM 5500 chassis (19,500-pound GVWR), crew cab 4x4 configuration, diesel engine, automatic transmission with 6–10 forward speeds, and PTO provisions. The boom must provide minimum 29.4 feet working height with 29.4-foot side reach, continuous rotation, and a four-function single-handle controller with High Electrical Resistance Components tested to ANSI A92.2 2009. The fiberglass bucket platform (24" × 30" × 42") must have weatherproof cover. The service body shall be steel with minimum 108-inch length and maximum 102-inch exterior width, featuring street-side and curbside compartmentation, adjustable shelves, LED lighting, D-rings, ladder rack, and keyed master lock. The vehicle must not exceed 13 feet 6 inches in height, include a 15,000-pound minimum front winch with wireless remote, rear towing provisions for 10,000-pound trailers, 360-degree backup camera with infrared night vision, tire pressure monitoring, two first-aid kits, AED (Zoll AED Plus), fire extinguishers, LED work lights, amber strobes, 2,400-watt power inverter with four GFCI plugs, and polyurethane enamel paint. Minimum payload capacity is 1,200 pounds. Suppliers must have minimum five years' experience with similar vehicle manufacturing and provide 24/7 customer service. A 36-month/100,000-mile bumper-to-bumper warranty is required. One day of field training for six government personnel at factory origin plus web-accessible training videos are required. Evaluation weighs Technical Approach and Past Performance equally; award is on firm-fixed-price basis to the highest-ranked technically qualified quoter with fair and reasonable pricing. Amendments 002 and 005 removed outrigger references and extended the deadline to 3:00 PM ET; Amendment 004 nullified the pricing request in Amendment 003.
