4a. TECHNICAL EVALUATION
1. Basis for Award
The Government will award a contract to the responsible quoter with the Highest Technically Rated quote and a Fair and Reasonable Price.
● The Government will rank technical proposals from highest to lowest.
● Price is not scored and will not be traded against technical merit.
● Award goes to the top-ranked technical quote, provided their quoted price is fair and reasonable.
2. Technical Evaluation Factors
We will evaluate and rank technical proposals using two equally important factors:
● Factor 1: Technical Approach
● Factor 2: Past Performance
3. Price Evaluation
The Government will evaluate price separately from the technical ranking. The Government will review the highest-ranked technical proposal's price for fairness and reasonableness. If the mailto:april.stanch@gsa.gov highest technically rated quote is fair and reasonable, they will be awarded the MVDO. If the highest-rated technical quote is not priced fair and reasonable, the Government will move to the second-highest ranked proposal, and repeat until an award is made.
*Note to quoters - the Government will NOT consider tradeoffs between cost or price and non-cost or non-price factors, and that the highest technically rated proposal will be selected for award IF it offers a fair and reasonable price.
Quotes will be evaluated using the following non-price evaluation factors which are all equal in importance:
Technical Past Performance
Technical: is based on how well the proposed products or services meet the Government’s requirements.
Note – vendors are encouraged to highlight any special features the quoted item has in comparison to the government requirements. If your company can provide above and beyond the requirements listed in the purchase description, please list that information as a value added. The Government will evaluate any information listed as value added to determine if there’s a benefit to the Government and assess the technical evaluation accordingly.
Past performance: Information provided should be recent (limited to the past five years).
Information should be relevant (similar to the project in this RFQ). There should be a dollar value for each contract performed to allow the assessment of the project magnitude. There should be a point of contact for each government or commercial contract being referenced with a phone number and email address to allow the Government the opportunity to gather or confirm performance information.
Price: List the unit price with a total price for the quoted item and include the estimated delivery time and delivery method (for example, stacked or not stacked for trailer deliveries).
Vendors are encouraged to provide information (excluding cost or pricing data) to assist the Government in determining that their quoted price is fair and reasonable.
For example, previous prices paid for materials on previous successful projects.
4b. Volume 1 contains one section, Technical Response (including Past Performance):
Volume 1 – Technical Section – General Instructions: The Technical volume should include necessary information regarding the Vendor/Quoter’s ability to meet all requirements outlined in the solicitation. Failure to provide a Technical section in accordance with the solicitation instructions may render a quote incomplete or deficient, and ineligible for award. Page Limit 10.
i) Technical sections SHALL NOT include price or pricing information.
ii) In no case shall statements such as “we comply with the requirements of the contract/solicitation” or its equivalent be acceptable to meeting the requirements of this RFQ. The Quoter should not simply rephrase or restate the Government's requirements, but shall provide specific information as to how the items they are quoting meet or exceed the Government’s requirements.
To that end, the quote shall also include sufficient detail of supporting information that clearly and concisely substantiates the validity of stated claims/capabilities.
The Government may consider the Quoter’s assertions or merely restating or paraphrasing the Governments requirements without further explanation, clarification, or context to be weaknesses, deficiencies, or, if such content is substantial, it may warrant a quote evaluation of “Unacceptable.”
iii) Technical Specifications (B.3) shall be provided for each item listed in the Purchase Description. Any response of substitution to the governments requirements shall be supported by additional comments/information using Attachments 4 – Brand name or Equal worksheets.
iv) The following shall be provided with the offer.
