About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is seeking vendors to provide a managed Telephone Town Hall service platform for Veterans across eight Texas facilities, with responses due by August 5, 2026 at 12:00 PM Eastern Time. The requirement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with at least 50 percent of government payments flowing to SDVOSBs per VAAR 852.219-73.
The VA plans to conduct a minimum of four town hall events per facility annually across Health Service Area 4.3 (32 events total), with platform capacity supporting at least 40,000 simultaneous participants per event. The contractor must deliver a fully managed, turnkey service including event planning, automated outbound calling via VA-provided phone lists, live event specialist management, interactive voice response systems, real-time polling and Q&A functionality, and post-event reporting within 24 hours. The baseline contract includes a 12-month performance period with four 12-month option periods.
Critical compliance requirements include HIPAA/PHI protection, FIPS 140-2 encryption, VA Handbook 6500 security controls, Section 508 accessibility, zero trust security architecture, IPv6 support, PIV card authentication, and comprehensive AI governance if applicable. All contractor personnel with VA data access must maintain current background investigations. Data segregation is mandatory with purging from contractor infrastructure within 72 hours of event completion.
Vendors must submit electronic responses limited to 10 pages (5 MB maximum) to Contract Specialist Mario Awad (Mario.Awad@va.gov) and Contracting Officer Kathryn Pantages (Kathryn.Pantages@va.gov), including company information, CAGE/UEI, socioeconomic status, technical approach, existing VA contract vehicles, and assessment of the draft Performance Work Statement.
