About this opportunity
The Department of the Navy Naval Sea Systems Command (NAVSEA) intends to conduct a sole source procurement for Post Shakedown Availability (PSA) planning and support services for DDG 128. The requirements include comprehensive planning, engineering, management, material identification, procurement, kitting, Integrated Logistics Support, and emergent work to support the PSA. This procurement will be executed as a delivery order under Basic Ordering Agreement N00024-25-G-2306, with the justification being that only Huntington Ingalls Incorporated (Ingalls) possesses the unique and adequate knowledge of the ship's configuration to perform the work. The solicitation will be processed under the authority of 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulation 6.302-1, which allows for a single source procurement when no other supplier can satisfy agency requirements. While the notice is informational, the government will consider capability statements or proposals submitted within thirty days of publication.
The contract opportunity is not set aside for any specific category of business. Huntington Ingalls Incorporated, located in Pascagoula, MS, is the sole source contractor for this effort. The place of performance will be Pascagoula, Mississippi, with work projected to start in August 2025 and continue through approximately October 2027. The procurement falls under NAICS category 336611 (Ship Building and Repairing) and PSC category 1905 (Combat Ships and Landing Vessels). The contract will support the final stages of preparation for DDG 128, with work required to commence before the shipyard provides final construction drawings and related data to the Navy. Firms interested in subcontracting opportunities are advised to contact Huntington Ingalls Incorporated directly.
