About this opportunity

The Naval Information Warfare Center Pacific (NIWC Pacific) has published a Special Notice announcing its intention to award a sole-source contract to Raytheon Company for technical, engineering, and modernization support services for the DDG-1000 project's AN/SSC-15 X/Ka Satellite Communications (SATCOM) system. The contract will have a one-year base period with four potential one-year option periods, with a total estimated value of $3,764,231.33. The Navy is using other than full and open competition authority under 10 U.S.C 2304(c)(1), citing that only one responsible source exists that can satisfy the agency's requirements. This contract supports the Zumwalt-class destroyer's satellite communication capabilities, which provide high-data-rate voice, data, and video communications through both X and Ka band frequencies. The system interfaces with critical ship systems including the Total Ships Computing Environment, Navigation Sensor System Interface, and Automated Digital Network System.

The purpose of this Special Notice is to inform the contracting community of the Navy's intent to sole-source this work to Raytheon, which has been the original developer and sole support provider for the SATCOM system since its inception. Interested parties who believe they can fulfill the requirements may submit their interest and capabilities by July 9, 2025, at 0800 PST via email to the designated point of contact. All potential contractors must be registered in the System for Award Management (SAM) to be considered. The applicable NAICS code is 541330 (Engineering Services) with a business size standard of $25,500,000. While this notice is not a request for proposal, the government retains discretion to consider responses and potentially compete the requirement based on the feedback received. Questions will only be accepted via email, and phone or fax inquiries will not be considered.
