About this opportunity

The District of Columbia Government has issued Special Notice DCSC-25-IFB-115 seeking a contractor to provide comprehensive snow and ice removal services for District of Columbia Courts facilities. This Invitation for Bid requires a single contractor to deliver 24/7 snow and ice management services across nine court locations in Washington, D.C., covering surface parking lots, ramps to parking garages, sidewalks, stairways, and other specified areas. The solicitation is structured as a firm-fixed price contract for a 240-day period during winter weather conditions. The District of Columbia Courts will serve as the contracting agency for these essential facility maintenance services. An amendment has been issued clarifying specific service areas and requirements, with the final proposal deadline set for September 23, 2025.

The primary objective is to maintain safe and accessible court facilities during adverse weather conditions through proactive snow and ice management that ensures high safety and quality standards for court visitors, employees, and the public. Key requirements include snow removal when accumulation exceeds half an inch or within one hour after precipitation ceases, use of environmentally friendly snow melt materials, and coordination with court security personnel. Contractors must demonstrate ten years of experience servicing government facilities and the capacity to simultaneously manage multiple sites, along with providing three past performance references for similar contracts. The solicitation includes a mandatory site walk that occurred on September 8, 2025, with proposals due by 3:00 PM Eastern Standard Time on September 23, 2025. Award determination will be based on the lowest price technically acceptable response, and contractors must acknowledge all amendments to avoid proposal rejection.
