About this opportunity
The Defense Health Agency is conducting a Request for Information (RFI) to identify vendors capable of providing Financial and Program Management Support services to its Direct Care Financial Management Division (DCFM). The RFI seeks contractors with demonstrated expertise in four primary performance areas: Contract Lifecycle Management within the Military Health System, Accounts Receivable Operations, Enterprise Financial Reporting and Data Analytics, and Governance, Risk, and Compliance Activities. Interested parties must submit a 15-page maximum Capability Statement by May 22, 2026, at 4:00 PM EST to the designated email addresses, with the submission including administrative information and detailed responses demonstrating organizational experience in the four specified areas. It should be noted that this RFI is for information and planning purposes only and does not constitute a commitment to procure; all submissions will become Government property and will not be returned. The anticipated period of performance will commence in September 2027.
This procurement carries no set-aside designation, and no incumbent contractor or award value information is provided in the RFI documentation. The contract will be structured as a non-personal services vehicle with a 12-month base period followed by four 12-month option periods and potential for a six-month extension, resulting in a maximum performance period of approximately five years. The DCFM manages an annual budget exceeding $12 billion across 72 Air Force Military Treatment Facilities and Defense Health Networks, indicating the significant scope of financial management operations the selected contractor will support. The place of performance is Joint Base San Antonio, Texas and Defense Health Agency Headquarters in Falls Church, Virginia, with authorized situational telework permitted. Contractor personnel must meet security clearance requirements, obtain CMMC certification where applicable, comply with NIST SP 800-171 cybersecurity standards, and complete DHA onboarding and training prior to network access.
