About this opportunity

The Department of Energy seeks to procure a complete liquid nitrogen bulk system for the Oak Ridge National Laboratory (ORNL) in Tennessee through their management and operations contractor, UT-Battelle, LLC. The contract requires the design, fabrication, and installation of a comprehensive LN2 system featuring a 2,000-liter tank capable of providing both high-pressure gaseous nitrogen at 150 PSIG with a maximum flow of 3,500 SCFH and low-pressure liquid nitrogen at 22-25 PSIG with a nominal flow of 3 GPM. The system must include vaporization equipment, pressure reducing phase separator, vacuum-insulated piping, and be designed for outdoor installation to withstand seasonal weather conditions. Comprehensive documentation deliverables are required, including as-built assembly drawings, piping isometric drawings, P&ID in AutoCAD format, 3D models, vendor manuals, qualification documents, and weld inspection reports. This pre-solicitation notice was posted on June 27, 2025, with a response deadline of July 17, 2025.

This procurement does not utilize any set-aside designations and falls under NAICS code 332420 for Metal Tank Manufacturing. The contractor will be required to submit a high-level project schedule within 30 days of contract award and provide all required documentation prior to system shipment. The system will support a test facility at ORNL by providing essential utility functions through both liquid and gaseous nitrogen supply capabilities. The project operates under the umbrella of UT-Battelle's prime contract DE-AC05-00OR22725 with the Department of Energy for laboratory management and operations. While specific award values are not disclosed in this pre-solicitation notice, the technical complexity and comprehensive documentation requirements suggest a substantial engineering and manufacturing effort.
