About this file
This document is a Statement of Work (SOW) for a Liquid Nitrogen Bulk System Design, Build, and Installation project for Oak Ridge National Laboratory (ORNL). The project requires designing, fabricating, and delivering a liquid nitrogen (LN2) bulk delivery system with specific technical requirements, including a 2000-liter tank capable of providing high-pressure gaseous nitrogen (150 PSIG, 3500 SCFH maximum) and low-pressure liquid nitrogen (22-25 PSIG, 3 GPM nominal). The system must include vaporization equipment, a pressure reducing phase separator, vacuum-insulated piping, and be located outside and able to withstand seasonal elements.
Key deliverables include comprehensive documentation such as as-built assembly drawings, piping isometric drawings, P&ID in AutoCAD, 3D models, vendor manuals, qualification documents for storage tank and vacuum-insulated piping, and weld inspection reports. The project is part of UT-Battelle, LLC's management of Oak Ridge National Laboratory under a U.S. Department of Energy contract, specifically supporting a test facility's utility functions by providing liquid and gaseous nitrogen. The Statement of Work (DUE-SOW-0008, Revision 0) was issued on 6/19/2025 and requires the supplier to submit a high-level schedule within 30 days of award and provide all documentation prior to system shipment.

1. INTRODUCTION
UT-Battelle, LLC, herein referred to as the COMPANY, is the Management & Operations contractor for the Oak Ridge National Laboratory located in Oak Ridge, TN, under the U.S.
Department of Energy (DOE) Prime Contract No. DE-AC05-00OR22725. To support the laboratory’s mission, a bulk liquid nitrogen system (LN2) is required to support a test facility at the Oak Ridge National Laboratory (ORNL). The system will supply high-pressure gaseous nitrogen and low-pressure liquid nitrogen to the facility for various utility functions.
2. SCOPE
The awarded supplier, herein referred to as SELLER, shall be awarded a Purchase Order to complete the full scope outlined in this statement of work for UT-Battelle, LLC. on behalf of Oak Ridge National Laboratory (ORNL), herein referred to as the COMPANY. Once the design is approved, the SELLER shall design, fabricate, and deliver the system.
This statement of work defines SELLER and COMPANY responsibilities for the design, fabrication, and shipment of a LN2 bulk delivery system for delivery in both the gaseous and liquid phases, including the skid-mounted LN2 storage tank, vaporization equipment for gaseous use, pressure reducing phase separator for liquid use, vacuum-insulated LN2 delivery piping, and any other designed components to provide specified functionality.
3. BULK STORAGE TANK DESIGN
SELLER shall design and fabricate a LN2 and N2 gas delivery system to satisfy the following requirements:
• Capacity: 2000 Liters (for gas and liquid use)
• System Layout: See ATTACHMENT C (Section 10)
• Gas operating pressure: 150 PSIG nominal
• Final gaseous line pressure regulator
• Gas delivery rate: 3500 SCFH maximum
• Vaporization System capable of providing the required gas delivery rate
• Pressure Building System
• Liquid supply pressure 22-25 PSIG
• Liquid use flow: 3 GPM nominal
• Vacuum Insulated Piping (VIP) connections for liquid use valve
• Pressure reducing phase separator for liquid use
• Standard level and pressure measurement instrumentation
• Pressure and thermal relief valves as needed per design
• Back pressure regulator for tank venting during low demand periods
• Tank will be located outside of the laboratory space and must be able to withstand seasonal elements while maintaining functionality.
SELLER shall ensure the tank meets ASME BPVC Section VIII, Div. 1 requirements.
SELLER shall provide detailed engineering drawings outlined in Section 8 Deliverables.
4. SYSTEM PIPING DESIGN
SELLER shall design a vacuum insulated piping (VIP) system to deliver LN2 in the liquid phase.
The piping system shall meet the following requirements:
• Transport LN2 to the facility as shown in Attachment C. Pipe routing alternatives may be submitted for BUYER approval.
• Recommended pipe support types/locations to be provided by SELLER.
• Include a heated, high point vent to release any trapped gases in the delivery system
• Deliver LN2 to a filling station, featuring a flex hose and phase separator
• Include a remote, pneumatically actuated fail-closed emergency shutoff valve.
All piping shall meet ASME B31.3 Process Piping code as applicable.
Piping design should be submitted to the TPO via email, along with other requirements stated in the Purchase Order. TPO to review and provide acceptance in writing within 30 days, prior to commencement of fabrication and material purchasing.
5. SYSTEM FABRICATION, PACKAGING AND SHIPMENT
Delivery of assembly to Oak Ridge National Laboratory in Oak Ridge, Tennessee:
ATTN: Technical Project Officer (TPO) or Equivalent
Oak Ridge National Laboratory
