About this opportunity
Naval Facilities Engineering Command (NAVFAC Mid-Atlantic) intends to solicit a Design-Build/Design Bid-Build IDIQ Multi Award Construction Contract for large general construction projects primarily in the Hampton Roads Area of Responsibility, Virginia, with solicitation release expected on or about October 22, 2026. The procurement is unrestricted for full and open competition; a Small Business Search was conducted but the Contracting Officer determined there is not a reasonable expectation of an adequate number of qualified small business firms.
The Government anticipates awarding no more than five firm fixed-price IDIQ MACCs with an aggregate anticipated value of $975 million over a base year and four option periods (not to exceed 60 months). Task orders will be firm fixed-priced, normally ranging from $25 million to $100 million per order, though amounts outside this range may be considered at the Contracting Officer's discretion. The Government guarantees a minimum award of $5,000 to each successful offeror over the full contract term. The initial seed project, Weapons Magazines at Naval Weapons Station Yorktown, will be awarded concurrently with the basic contract, involving construction of a single-story Conventional Prompt Strike weapons Test Facility with a completion timeline of 1,007 calendar days after award and an estimated price range of $25 million to $100 million.
Source selection will employ a best value continuum process with tradeoffs, requiring both non-price (technical and past performance) and price proposals. Large business concerns must submit a subcontracting plan prior to award. NAICS 236220 applies; Small Business Size Standard is $45 million. Construction scope encompasses new construction, demolition, repair, alteration, and renovation of buildings, systems, and infrastructure across administrative, industrial, maintenance, warehouse, hangar, communications, personnel support, recreation, lodging, dormitory, medical, and road facilities.
