About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is conducting market research to replace and modernize their current Oracle SuperCluster M8 database infrastructure through the Large Database NextGen Project. This Request for Information (RFI) seeks industry solutions for a new database platform that must meet or exceed current performance specifications while delivering improvements in resiliency, operability, scalability, and compliance. Key requirements include 99.99% system availability, support for Oracle Database 19c and 23ai, high-performance database hosting capabilities, multi-tenant deployment, and integration with various monitoring and management tools. The evaluation criteria will prioritize performance at 35%, reliability at 20%, security/compliance at 15%, migration approach at 10%, manageability at 10%, scalability at 5%, and total cost of ownership at 5%. Vendor responses must be submitted electronically to contract specialist Juan C Perez by November 6, 2025, at 3:00 PM Eastern Standard Time.

This pre-solicitation notice does not include any set-aside designations and will be open to all qualified contractors. No incumbent contractors or current service providers are specifically identified in the documentation. While no contract values or budget ranges are disclosed, the scope indicates significant scale with requirements for 4 database servers across production, disaster recovery, pre-production, and development environments. The initial technical specifications call for 768 database cores, 12TB memory, and specific network and storage configurations that are projected to grow over a 5-year implementation period. The RFI emphasizes this is strictly for market research purposes and no contract will be awarded based on responses, with all submission costs borne by participating vendors.
