About this file
This document is a Sources Sought Notice (RFI) from the Department of Veterans Affairs (VA) Technology Acquisition Center seeking market research for replacing and modernizing their current Oracle SuperCluster M8 infrastructure. The VA is looking for a new database platform that meets or exceeds current performance specifications, with desired outcomes including reduced failover times, simplified operations, lower total cost of ownership, and improved compute and storage density. Key technical requirements include 99.99% system availability, support for Oracle Database 19c and 23ai, high-performance database hosting, multi-tenant deployment capabilities, and integration with various monitoring and management tools.
The RFI requests detailed vendor responses by November 6, 2025, at 3:00 PM Eastern Standard Time, with submissions to be sent electronically to Juan C Perez. The evaluation criteria will prioritize performance (35%), reliability (20%), security/compliance (15%), migration approach (10%), manageability (10%), scalability (5%), and total cost of ownership (5%). The initial installation targets include 4 database servers across production, disaster recovery, pre-production, and development environments, with 768 database cores, 12TB memory, and specific network and storage configurations that are projected to grow over a 5-year period.
