About this opportunity
The Department of Education's National Center for Education Statistics (NCES) anticipates soliciting redesign and operations and maintenance services for DataLab, a web-based education data analysis tool, with a Request for Information due August 27, 2026. No set-aside applies. The current DataLab O&M contract expires in February 2027.
NCES seeks contractor support for day-to-day operation and maintenance of DataLab databases and tools, concurrent with thought leadership to assess current data storage, analytics, and dissemination infrastructure and propose a modern technology solution leveraging artificial intelligence. The ultimate awardee(s) will design, develop, and implement a comprehensive iterative solution over an 18-month period, culminating in phased launch with concurrent wind-down of legacy products. All required functionality must remain available during implementation in either legacy or future state form.
Performance period consists of a base year plus four optional years, with a three-year initial term referenced in the draft SOO. Work is performed at the contractor's location under Firm-Fixed Price task order arrangement. Contractor personnel must possess technical certifications, advanced degrees, and expertise in complex survey methodology, statistical computations, and software technologies including HTML, XML, CSS, ASP, Java, JavaScript, Visual Basic, .NET, SQL Server, PHP, and C#, along with proficiency in build management, continuous deployment, test-driven development, and security testing. Work requires compliance with FERPA, ESRA, the Privacy Act, and FISMA, with all systems holding Department of Education Authority to Operate (ATO) status.
RFI responses must address project experience, user metrics, API creation, secure data handling, AI integration for PII protection, cost reduction innovations, user experience improvements, data format normalization, timeline feasibility, small business status, incentive contract experience, and availability under GWACs or Federal Supply Schedule contracts. Responses due by 12:00 PM ET August 27, 2026, to Alyson.allman@ed.gov. This RFI does not constitute commitment to conduct a future solicitation.
