About this opportunity

The Department of Education's Federal Student Aid (FSA) office is issuing a Request for Information (RFI) to support the modernization of its Title IV Financial Aid Origination and Disbursement (TIVOD) technology ecosystem. FSA is investigating new management and contract strategies, as well as additional technology implementations, to enhance data integrations, improve data quality and utility, allow for more efficient data acquisition, and ensure compliance with data access, labeling, and security requirements. The key objectives of any future solicitation(s) include managing and governing FSA's full data lifecycle, modernizing the data architecture and engineering ecosystem, accelerating data integration for enhanced insights and evidence-based policymaking, and decreasing operational costs while accelerating time-to-market for quality, high-value products. Responses to this RFI, which does not constitute a solicitation, are due by October 31, 2024 and are limited to 35 pages.

This opportunity is not designated for any set-aside category, and FSA has not identified any potential incumbents or provided budget ranges. The RFI is focused on understanding available technologies, sources, and provider capabilities to address FSA's key "Challenge Areas" related to data architecture, data management and governance, data security, servicing data transfers, borrower experience, and document repository management. In its work to modernize FSA’s Title IV Financial Aid Origination and Disbursement (TIVOD) technology ecosystem, we are actively investigating new management and contract strategies/approaches, and additional technology implementations allowing the organization to (among other benefits) enhance and simplify existing data integrations, improve the quality and utility of existing data assets and borrower-facing products, allow for more efficient acquisition of additional data assets, maximize the capability to deliver reports and views to FSA stakeholders, and ensure appropriate compliance with data access, data labeling, and data security laws and policies. FSA envisions modernizing the TIVOD systems portfolio to benefit other segments of FSA’s Enterprise Architecture in the future.
