About this opportunity

The United States Air Force Life Cycle Management Center (AFLCMC/WVSS) is seeking a data migration solution for the 3DEXPERIENCE (3DX) platform through this Request for Information. The solution must export data on a recurring basis from one air-gapped, on-premises Windows-hosted 3DX 2025x instance and import it into another similarly configured instance while maintaining data integrity, digital threads, and metadata across multiple data types including PDFs, Word documents, CATIA files, 3DXML, and Enovia business objects. Key requirements include supporting both initial full data migration and incremental delta runs, maintaining data as read-only but linkable in the destination instance, and assisting with Authority to Use (ATU) and Authority to Operate (ATO) certifications at Impact Levels IL5, IL6, and IL6+. The contractor may either deploy an existing application or develop and deploy a custom solution. White paper responses are due by May 10, 2026 at 4:00 PM EST and must include an administrative section with company contact details, recommended contracting strategy, business type classification, and facility security clearance status, plus a technical section limited to eight pages addressing the solution development approach, team configuration with FTE and labor mix estimates, and timeline. The RFI is for information purposes only and does not constitute a commitment to issue an RFP or award a contract.

This procurement is designated as a Total Small Business set-aside, making it eligible for small business, 8(a), HUBZone, woman-owned, veteran-owned, and service-disabled veteran-owned small business classifications under NAICS code 541512 (Computer Systems Design Services). There is no incumbent contractor for this effort. The projected data migration involves terabytes of CATIA models and 300-500 gigabytes of documents, with the initial data migration moving all data and subsequent runs moving only new and updated information at frequencies ranging from nightly to on-demand as determined through government discussion with the selected contractor. The government anticipates a single award under a contract type still under discussion, with performance permitted at contractor-operated SCIFs requiring a minimum of Secret clearance and potentially Top Secret for certain work. The cybersecurity approval process is estimated to require at least 60 days, and the government will provide existing institutional knowledge, technical documentation, and current System Security Plans to the selected contractor. No specific award value or overall timeline for performance has been disclosed in this RFI.
