About this file
This is a Request for Information (RFI) issued by the United States Air Force, Air Force Life Cycle Management Center (AFLCMC/WVSS) seeking information from companies capable of delivering a data migration solution for the 3DEXPERIENCE (3DX) platform. The Air Force is pursuing a digital engineering approach to program execution and requires a contractor to deploy or develop and deploy a solution that exports data on a recurring basis from one air-gapped, on-premises Windows-hosted 3DX 2025x instance and imports that data into another similarly configured 3DX instance while maintaining data integrity, digital threads, and all metadata. The solution must handle multiple data types including PDFs, Word documents, CATIA files, 3DXML, and Enovia business objects, with the ability to add new object types. The contractor must support continuous data operations across both instances using an add/merge approach rather than overwriting data, move all data initially with subsequent incremental moves of new and updated data, flag transferred data as read-only but linkable, and validate data and digital threads in the new instance without reaching back to the original instance. For solutions requiring certification, the contractor must assist with Authority to Use (ATU) and Authority to Operate (ATO) certifications at Impact Levels 5, 6, and 6+.
White paper responses must be submitted via email to Capt. Landon Smith (landon.smith.13@us.af.mil) no later than April 26, 2026 at 4:00 PM. The white paper must include an 8-page technical section addressing how the contractor would develop or utilize an existing application, team configuration and FTE requirements with estimated timeframe, and any additional questions or suggestions for the data migration effort. An administrative section (not subject to page limitations) must include company contact information, recommended contracting strategy, business type classification under NAICS code 541512 (Computer Systems Design Services), and facility security clearance status. Questions must be submitted in writing to the Contracting Officer by April 10, 2026, with answers posted on www.sam.gov. This RFI is for information and planning purposes only and does not constitute a commitment to issue an RFP or award a contract; all response costs are the responsibility of the interested party.

REQUEST FOR INFORMATION
3DX Data Migration March 27, 2026
1.0 Description
1.1 The United States Air Force, Air Force Life Cycle Management Center, AFLCMC/WVSS is seeking information from interested companies with the capability to deliver a data migration solution for the 3DEXPERIENCE (3DX) platform. Previous efforts configured the application code to serve as a collaboration and approval platform to support the Government's migration to a digital-based acquisition program. The application integrates data from other supporting applications including Cameo and Teamwork Cloud (TWC) and CATIA.
1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the www.sam.gov website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
2.0 Background
The United States Air Force (“Government” or “Customer”) is executing a digital engineering approach to program execution guided by the “e-Program” Digital Engineering criteria set forth in the Digital Building Code published by SAF/AQ on 3 May 2021. This approach is consistent with the five goals identified in the 2018 DoD Digital Engineering Strategy and the guidance provided in the Digital Engineering DODI 5000.97 (Dec 2023).
3.0 Work Description
3.1 The contractor will deploy or develop and deploy a solution that exports data on a recurring basis from one air-gapped on-premises Windows hosted 2025x 3DX instance and imports that data into another air-gapped on-premises Windows hosted 2025x 3DX instance in a traceable manner while maintaining data integrity, digital threads, and all metadata.
| 3.1.1 | Data types in use include all objects ingestible and all objects created by 3DX, including but not limited to PDFs, Word, CATIA, 3DXML, and Enovia business objects with the ability to add new objects/types desired. 3DSwym data is desired but not required. |
| 3.1.2 | Work will continuously be occurring in each 3DX instance so solution must add/merge and not just overwrite/delete existing data to the imported instance. Data from exported instance cannot be deleted in this process. |
| 3.1.3 | Solution will need to move all data to start but ability to move only new and updated data for all subsequent runs is desired. |
| 3.1.4 | Ability to make all transferred data read-only but linkable in the second 3DX instance is desired. Updated data is desired to be flagged/marked to indicate changes occurred. |
| 3.1.5 | Data movement only occurs from one 3DX instance to the other instance in one direction, with no ability for the second instance to communicate back to the first. |
| 3.1.6 | Data and digital threads will need to be validated in the new instance without reaching back to original instance. |
| 3.1.7 | For any solution that requires it, the Contractor will assist with the Authority to Use (ATU) and/or the Authority to Operate (ATO) certifications at the IL5, IL6, and IL6+ levels. |
| 3.1.8 | The contractor will not be responsible for the Cross Domain Solution and will not be hosting any data. |
4.0 Requested Information
4.1 Interested parties are requested to respond to this RFI with a white paper addressing the following questions:
4.1.1. Please include a brief description of how you would develop a data migration solution. Alternatively, if you plan on utilizing an existing application, please provide additional specifications.
4.1.2 If developing a solution, what team configuration do you feel would be needed to complete the solution in a timely manner? Please provide your suggested FTE and labor mix, along with the estimated timeframe.
4.1.3 Do you have any additional questions or suggestions that you believe would be helpful for this data migration effort?
