About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking to procure extended maintenance and support services for Data Innovations Instrument Manager (IM) middleware software, which enables laboratory tests to run on complex automated analyzers without operator intervention. This is a brand name requirement solicitation exclusively for Data Innovations LLC products, as market research confirmed no alternative compatible software exists that provides the same laboratory test download capabilities and interoperability with the VistA computer system. Vendors must submit proposals electronically to Victoria Torres (victoria.torres@va.gov) by Wednesday, January 21, 2026 at 3:00 PM PST, with questions or concerns due no later than Thursday, January 15, 2026 at 3:00 PM PST. The evaluation will be conducted using comparative analysis to determine best value, with primary consideration given to pricing while also assessing technical factors, including the offeror's demonstration of capability as an authorized distributor and ability to provide maintenance and support for IM core software. Late submissions will be treated in accordance with FAR 52.212-1(f), and all communications should be directed solely to the Contracting Officer point of contact.

This solicitation carries no set-aside designation and represents a sole source procurement under Simplified Acquisition Procedures (FAR 13.5) for Data Innovations branded software licenses and maintenance services. The total contract value is estimated at $47 million over a five-year performance period spanning from April 1, 2026 through March 31, 2031, structured as a base year plus four one-year option periods. The contract requires comprehensive maintenance and support coverage for both production and test environments, including 24 hours per day, 7 days per week, 365 days per year critical support and non-emergency support available Monday through Friday from 9:00 AM to 8:00 PM EST/EDT. The place of performance is located in Mather, California, serving the VA Northern California Healthcare System. The procurement includes software licenses, module and connections support, online knowledge base access, installation services, and training as part of the full scope of deliverables.
