About this opportunity

The Naval Sea Systems Command, through the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), is procuring continued support for the Data Acquisition and Retrieval System (DARTS), a technology platform designed to collect and analyze Submarine Non-Propulsion Electronic System (NPES) data for test and evaluation reporting purposes. DARTS will support system performance, certification, calibration, and developmental testing for new submarine construction programs and in-service Command, Control, Communications and Intelligence (C3I) system technology refresh initiatives. The contractor must demonstrate capability to develop, maintain, and update the DARTS system to ensure real-time analysis compatibility with submarine systems across multiple naval test facilities. While this pre-solicitation notice indicates a sole-source award intention, the government is accepting capability statements from all responsible sources and will make a final determination on competition at its sole discretion. The government requests capability statements by December 1, 2025, with the formal Request for Proposal (RFP #N6660426RB600) anticipated in early December 2025; inquiries should be directed to Kaitlin McGuire at Kaitlin.m.mcguire2.civ@us.navy.mil.

No set-aside designation applies to this procurement. The incumbent contractor is General Dynamics Mission Systems, Inc. (GDMS), which acquired Progeny Systems Corporation effective January 1, 2024, from whom this is a follow-on contract. GDMS holds full rights and title to the Small Business Innovation Research (SBIR) data previously developed under prior SBIR efforts, providing continuity and technical expertise. The contract will be structured as a Cost Plus Fixed Fee (CPFF) and Cost Only, Indefinite Delivery, Indefinite Quantity type award with an anticipated five-year period of performance requiring approximately 314,020 man-hours. Performance locations include naval facilities in Newport, Rhode Island; Port Canaveral, Florida; and Groton, Connecticut, with the NAICS code 541715 (Research and Development in Physical, Engineering, and Life Sciences) applying to this requirement under the PSC category AC33 for National Defense R&D Services.
