STATEMENT OF WORK (SOW)

Data Acquisition and Retrieval System (DARTS)

1.0 Background

NUWCDIVNPT is responsible for the conduct of system performance, certification, calibration and developmental testing for new construction and acquisition programs and in service Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I) System technology refresh and technology insertion efforts. Programs include the VIRGINIA (SSN 774) Class Submarine Program and its NonPropulsion Electronics System (NPES), the OHIO Class and COLUMBIA Class Submarine Programs, and associated in service programs that include sonar, combat control, external communications systems, imaging, electronic warfare systems, navigation, TOMAHAWK Weapons Systems, Naval Special Warfare systems, VIRGINIA Payload Tube (VPT), and VIRGINIA Payload Module (VPM) including associated weapon payloads. Test events include Weapons System Accuracy Trials (WSAT), VIRGINIA Warfare Material Certification Program (VWMCP), COLUBMIA Warfare Material Certification Program (CWMCP), Integrated Combat System Certification Assessment Program (ICS CAP), Submarine Warfare Federated Tactical Systems (SWFTS) certification testing, Weapons Compatibility Testing, Sensor Accuracy Trials, array calibrations, Cybersecurity developmental testing, and acquisition program Conventional Prompt Strike (CPS) Weapon System and Payload Integration Development Testing (DT). These test programs and events will hereafter be referred to as the NUWC Test Program. Application of this technology to Operational Test (OT) support may also be required when requested by Operational Test and Evaluation Force (OPTEVFOR) and directed by the acquisition program office.

Progeny Systems Corporation (PSC) (acquired by General Dynamics Mission Systems (GDMS) effective 1 January 2024) was awarded a Phase III Small Business Innovation Research (SBIR) contract to mature the Automated Testing Systems (ATS) developed under the Phase II SBIR contract into test instrumentation packages to support the NUWC Test Program. These test instrumentation packages evolved into the Data Acquisition and Retrieval System (DARTS) and associated engineering and technical services. DARTS includes a set of hardware and software that is utilized in the laboratory, at the Command and Control Module OffHull Assembly, and Test Site (COATS), and shipboard to support the NUWC Test Program. A followon Phase III SBIR contract was awarded in 2015 for continued development and support. It is installed shipboard via a TEMPALT (Temporary Alteration) and must meet the requirements of the Joint Fleet Maintenance Manual (Applicable Document 3.2.13).

DARTS provides a capability to provide real time analysis and data collection during NPES testing.

Under this procurement the contractor will continue the application of this technology and engineering services to the NUWC Test Program. The contractor shall maintain and tailor DARTS to the needs of each NUWC Test Program test event. The contractor shall integrate Government and commercial offtheshelf (GOTS and COTS) and non developmental item (NDI) products to reduce cost where possible.

The objective of this contract is to continue the application of this ATS technology to support the NUWC Test Program. This includes conduct of testing to support combat system and Special Operating Force (SOF) system certifications and to complete DT in support of proceeding to OT.

1.1 Places of Performance

The contractor shall perform the required work in its facilities, government and other contractor labs and facilities, and onboard US ships and ranges.

1.2 Authorized Users

1.3 Sponsors

The following NUWCDIVNPT Sponsors may use this contract: PMS 450, PMS 401, PMS 415, PMS 425, PMS 435, and PMS 397.

1.4 Types of Funding

The following types of funding may be utilized on this contract: Research, Development, Test and Evaluation, Navy (RDT&EN); Research, Development, Test & Evaluation, Defense Agencies (RDDA); Operation and Maintenance, Navy (O&MN); and Ship Conversion Navy (SCN), Service Cost Center (SCC), National SeaBased Deterrence Fund (NSBDF)

2.0 Scope

The contractor shall apply the DARTS and associated processes to collect and analyze platform, NPES and C5I data for the NUWC Test Program. The contractor shall tailor the DARTS to the needs of the individual test events, provide DARTS installation and removal services and operational support for test events, establish and manage DARTS test database, provide configuration management of DARTS variants, and maintain and store the DARTS equipment.

DARTS variants shall include a complete set of hardware, software, documentation and lifecycle maintenance and support items to support the NUWC Test Program and meet the installation requirements in accordance with Applicable Document 3.2.13.

The contractor shall utilize the DARTS to provide Subsystem test, evaluation, integration, engineering, technical, and DARTS technical services to NUWC and other Navy activities and organizations to perform required system level testing to government approved test procedures, software/hardware testing, systems engineering, integration, installation, and certification of Submarine combat system related electronics during new construction and at the Command and Control Module OffHull Assembly and Test Site (COATS) to assess the requirements documented in Applicable Documents 3.1.6, 3.1.8, 3.2.7, 3.2.10, 3.2.12, 3.2.14, 3.2.16, 3.2.17, 3.2.19, 3.2.20, 3.2.24.

4.0 Technical Requirements

The contractor shall perform the following tasks to support assessment of system performance, certification, and developmental testing for new construction/acquisition programs and inservice Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I) System technology refresh and technology insertion efforts for the Navy.

In accordance with Task Order (TO) Statements of Work (SOWs), Applicable Documents (ADs), and using Government Furnished Information (GFI), the contractor shall provide the services below. The ADs are relevant to the tasks and subtasks for which they are identified in section 3.0.

4.1 DARTS Development

The contractor shall design and modify the DARTS system to be compatible for installation onboard VIRGINIA (SSN 774) Class, COLUMBIA (SSBN 826) Class, and inservice submarines being constructed or going through a post shakedown availability (PSA). This effort will require DARTS systems updates for future Technology Insertions (TIs) and Advanced Processing Builds (APBs) that will be installed on the Virginia Class and Columbia Class Submarines. The scope of the updates can be variable and will be determined by the TI and APB interface changes, message changes, or data base schema. The contractor shall upgrade the DARTS hardware and software requirements and integrate the DARTS system into NPES or C5I System configurations under test to meet the data collection capabilities required to assess the requirements documented in the Applicable Documents. Software shall be developed in accordance with CDRL A00CDI IPSC81443A. The specific content of the Test Instrumentation Package (TIP) will vary as a function of ship class and combat system configuration, but in general will be comprised of the DARTS and its interface with the Digital Data Collection System (DDCS) embedded in the test platforms tactical systems. The contractor shall provide DARTS Source Code in accordance with CDRL A00F DIIPSC 81488.

The contractor shall attend TEMP Working Group Meetings and Cybersecurity Working Group meetings to gain detailed insight to design in accordance with the Applicable Documents. The contractor shall prepare and deliver meeting minutes in accordance with

CDRL A009 DI ADMN81505

The Contractor shall develop and maintain a remote test instrumentation capability that provides a remote DARTS maintenance, calibration, and upgrade capability during dockside Submarines test events. The contractor shall prepare technical reports in accordance with CDRL A001 DIMISC 80508B and A002 DIMISC80652.

4.2 Test Preparation

The contractor shall prepare a DARTS variant to support test events identified by NUWC and shall verify that the DARTS will meet the data collection requirements for the test events. All hardware components shall meet Navy Grade B shock requirements as detailed in Applicable Document 3.21.13 All software and installations developed under this effort shall meet the Navy's Information Assurance (IA) requirements as detailed in Applicable Document 3.1.10 and NATO interface requirements detailed in Applicable Document 3.3.1.

The contractor shall maintain Configuration Management of each DARTS variant in use. The contractor shall provide the Government with a configuration description and list of equipment of DARTS in use in accordance with CDRL A007 DISESS81002F.

The contractor shall conduct DARTS demonstrations at NPES, Combat System Vendors and Command and Control Module OffHull Assembly, and Test Site (COATS) facilities in preparation for test conduct. Multiple test sessions at the COATS or an equivalent facility may be required in preparation for platform installation. The Government will provide the contractor with a Test Plan in accordance with CDRL A003 DINDTI80566A for each test event that defines the framework of the required testing. The contractor shall develop a test procedure for Government approval in accordance with CDRL A004 DINDTI80603A for execution of the Government requirements in accordance with the Applicable Documents.

4.3 Installation and Removal

The contractor shall provide the DARTS for installation on the VIRGINIA Class Submarine, COLUMBIA Class Submarine, or inservice submarines designated to support the test events identified by NUWC. The contractor shall provide the engineering, technical and support services required to install and test the DARTS on the test platform in accordance with Applicable Documents 3.2.13. The contractor shall work with the NUWC designated TEMPALT activity to support installation, removal, and shipping of DARTS. The contractor shall prepare Engineering Drawings in accordance with CDRL A006 DIDRPR80651, Development Design Drawings/Models and Associated Lists in accordance with CDRL A007 DISESS81002F, and Test Inspection Reports in accordance with CDRL A008 DINDTI80809B.

4.4 Test Conduct and Test Training

In accordance with the Test Plans and Procedures of 4.2, the contractor shall use DARTS during dockside and atsea test periods to conduct system performance assessment, certification, and developmental testing to collect the data required to assess the requirements documented in the Applicable Documents. This shall include training NUWC Test Team members on DARTS operation and maintenance during test events. The contractor shall also support Cybersecurity developmental testing which includes vulnerability assessments and penetration testing TI/APB builds for the VIRGINIA and COLUMBIA Class Programs. The contractor shall prepare technical reports in accordance with CDRL A001 DIMISC 80508B and A002 DIMISC80652. The contractor shall prepare training materials in accordance with CDRL A005 DIILSS80872.

The Contractor shall adhere to all Environmental Protection Agency (EPA) Regulations in as identified in Applicable Documents 3.2.4 and 3.3.2.

4.5 Data Management, Analysis and Reporting

The contractor shall maintain two databases for test data.

The first database currently consists of DARTS baseline configurations. The contractor shall update and maintain the configuration baseline to reflect DARTS system changes as specified by tasking under SOW 4.2. The contractor shall maintain DARTS Configuration Management and Life Cycle Support as documented in Applicable Documents 3.3.11, 3.3.12, and 3.3.13.

The other database will be maintained to collect NPES and C5I system test data elements in accordance with the Applicable Documents. The contractor's ability to collect and report on test data elements (a dynamic process driven by continual NPES and C5I system upgrades), in accordance with the COMSUBFOR approved test plans and procedures detailed in paragraph

4.2. The contractor shall maintain accountability for all test data, including data logging, backup, storage, packaging and mailing for each test event identified by NUWC. The Contractor shall adhere to ACCM handling instructions in accordance with Applicable Document 3.2.9. The contractor shall archive and distribute the test data in accordance with the Applicable Documents.

The contractor shall develop and deliver a test report after each test event identified by NUWC via GFI.

Certain test reports will contain Top Secret data and information and will be required to be submitted via TSNET. COMSEC access/hardware/control required to support SIPRNET connectivity to execute all SOW tasking. Currently NAVSEA Washington, DC is providing this capability and this contract will leverage that permission. The contractor shall prepare test

Inspection Reports in accordance with CDRL A008 DINDTI80809B and meeting reports in accordance with CDRL A009 DIADMN81505.

4.6 Maintenance and Storage

The contractor shall maintain DARTS including updating systems deployed by the NUWC Test Program. The contractor shall provide for offhull storage of the DARTS system in accordance with Applicable Document 3.1.6 when it is not in operational use. Additionally, the contractor shall set up a secure mobile office at US Submarine ports of call to provide a proper facility in accordance with AD 3.1.6 to service the DARTS system and perform hardware/software and firmware upgrades due to unexpected NPES system changes.

4.7 Deliverables

At the completion of the contract the Contractor shall provide DARTS hardware and computer software as defined in FAR 52.22720 (computer programs that comprise a series of instructions, rules, routines, or statements, regardless of the media in which recorded, that allow or cause a computer to perform a specific operation or series of operations statements), to the Government.

At the completion of the contract the contractor shall provide detailed DARTS software definition documentation as defined in FAR 52.22720 (owner's manuals, user's manuals, installation instructions, operating instructions, and other similar items, that explain the capabilities of the computer software or provide instructions for using the software), to the Government in accordance with CDRL A00C DIIPSC81443A and CDRL A00F – DIIPSC 81488.

4.8 Conventional Prompt Strike (CPS) Weapon System and Payloads Integration Analysis

The contractor shall identify NPES requirements in order to support CPS Weapon System and Payloads integration into DARTS.

The Contractor shall upgrade DARTS to meet the new TI/APB data collection capabilities.

The Contractor shall attend NUWC Internal CPS Weekly working group meetings and CPS Resource working group meetings.

The Contractor shall review CPS Test Planning documentation as required and provide comments to NUWC. The contractor shall provide comments and deliver CDRL A001 – DI

MISC80508B.

The Contractor shall perform test preparation, test conduct, test coordination, test equipment configuration and installation, and data acquisition for NPES (Imaging, SONAR, Combat Control, and Weapon Launch Systems (WLS) including associated masts, sensors and components). In preparation for dockside testing, the Contractor shall conduct laboratory test set up configurations, test equipment checkouts and comparisons and review test data to verify data acquisition throughput, recording, and database population to ensure proper objective quality evidence (OQE) is obtained for NUWCNPT to provide the recommendation for Integrated Combat System (ICS) Certification. The contractor shall perform test preparation, test conduct, test coordination, test equipment configuration and installation, per CDRL A002DIMISC 80652, CDRL A003DINDTI80566A, and CDRL A004DINDTI80603A.

The contractor shall prepare and deliver Technical Information Reports, CDRL A002 DI

MISC80652.

4.9 Cyberspace/Cyber Workforce (CWF)

4.9.1 Cyberspace Qualifications

Per DFARS 252.2397001 ‘Information Assurance Contracting Training and Certification,’ all personnel performing cyber functions must be trained and qualified. In addition, personnel shall maintain the appropriate security clearance per SECNAV M5510.30C to perform the tasks associated with their assigned positions.

Note: DFARS uses Information Assurance (IA) which is the old title and acronym; it has been replaced by Cyberspace/Cyber Workforce (CWF).

The contractor is required to earn and maintain appropriate baseline certification as identified in Applicable Document 3.1.9, DOD 8140.03M for the position and tasking being performed.

If privileged access is required, the contractor shall complete a privileged access agreement, SECNAV 5239/1, and submit it to the COR. Contractors have up to 6 months to obtain applicable operating system and computing environment training or the account(s) will be suspended. The contractor shall provide a copy of the certificate(s) of completion to the COR.

4.9.2 Cyberspace Reporting

The contractor shall provide a list of all personnel assigned to the contract performing cyber functions as a part of a monthly CWF Report. The report shall include employee name, contract number, the applicable CWF category and level, required certifications and fulfillment status.

Note that Contractor CWF personnel must receive designation approval in writing by the Commanding Officer, or the CISSM via “By Direction” authority, prior to performing CWF functions.

The contractor shall submit new hire information for tasking requiring cyber functions to the COR at least seven (7) days prior to the new hire employee beginning performance of any cyber functions. New hire information shall include name, contract number, list of applicable cyber functions category, level, required certifications and fulfillment status, as well as a copy of the baseline certification documentation. Per DFARS 252.2397001(c), “Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions, and therefore may not be allowed to charge to the contract.

5.0 Progress Reports

5.1 Contract Status Report

The Contractor shall prepare a Contractor’s Status Report that indicates the progress of work, status of the program(s), and existing or potential problem areas for all assigned tasks. The Contractor shall submit the Contract Status Report for the same timeframe as each invoice submitted in the Wide Area Workflow (WAWF) Module of the Procurement Integrated Enterprise Environment (PIEE).

5.2 Training

5.2.1 The Contractor shall require all Contractor employees performing work at any NUWC

Division Newport site, who has a Common Access Card (CAC) and an NMCI Account, to complete all required Mandatory trainings.

5.2.2 The Contractor shall require Contractor employees to complete any applicable Limited

Audience required training(s). Note: Limited Audience required training(s) may be applicable regardless of performance site location.

5.2.3 The Contractor shall fill out and submit to the Government the Training Completion Status Report, GFI 6.6, affirming all Mandatory training and any applicable Limited Audience required training(s) are completed. 5.2.4 The Contractor shall validate the Government’s DRAFT Limited Audience Training

Applicability List GFI 6.7 for accuracy and completeness and submit to the Government a finalized Limited Audience Training Applicability List. The following Limited Audience required training(s) are applicable to this requirement:

5.2.5 The Training Completion Status Report and Limited Audience Training Applicability

List shall include the contract number, contactor employee name, specific training course title and identification number, and completion date for all contractor employees asserting training completion. 7.0 Government Furnished Property

The Government may provide Government Furnished Property (GFP) as listed in Attachment 2.

The contractor shall adhere to DFARS Clause 252.245–7005 for the management and reporting of Government Property and shall use the GFP Module of the Procurement Integrated Enterprise Environment (PIEE) as specified in the clause. In addition, the Contractor shall prepare and submit a Government Property (GP) Inventory Report to capture GFP status IAW CDRL A00E.

8.0 Quality Surveillance and Performance Standards

The Government will conduct quality surveillance via various methods including formal and informal meetings, review of technical reports, review of monthly progress reports, and review of deliverables. Contractor performance will be evaluated in the areas of technical quality, cost control, schedule/timeliness, management, utilization of small business, and regulatory compliance as follows:

Technical Quality: The government will evaluate technical quality using the criteria defined in the Performance Requirements Summary Table (PRST), Attachment 4;

Cost Control: The government will evaluate the contractor’s effectiveness in forecasting, managing, and controlling actual costs in comparison to negotiated costs;

Schedule/Timeliness: The government will evaluate the contractor’s ability to meet negotiated milestones and delivery schedules;

Management: The government will evaluate the contractor’s ability to integrate and coordinate all activities needed to execute the contract;

Utilization of Small Business: The government will evaluate the contractor’s compliance with the Small Business Subcontracting Plan and any small business subcontracting goals contained in the contract;

Regulatory Compliance: The government will evaluate the contractor’s compliance with the terms and conditions of the contract relating to applicable regulations and codes.

9.0 Information and Communication Technology (ICT) Accessibility Requirements

The Government has determined that this procurement is an exception to the Information and Communication Technology (ICT) Accessibility Standards (36 C.F.R. Part 1194, Appendix A).

Notwithstanding that an exception exists, the Contractor may furnish items or services provided under this contract that comply with the ICT Accessibility Standards (36 C.F.R. Part 1194, Appendix A).

Exception #1 National Security for Virginia Class Platform Level Test and Evaluation.

10.0 Security Compliance

10.1 Program Protection

SECURITY: All Contractor personnel shall adhere to the Security provisions of 32 CFR Part 117

– National Industrial Security Program Operating Manual (NISPOM) and the security requirements of the attached DD254. While performing work at a Government Facility, Contractor personnel shall comply with the security regulations of the host facility. Applicable FAR, DFARS, NMCARS clauses, and NAVSEA text shall be adhered to in the performance of this contract. Security incidents shall be promptly reported through the companies Facility Security Officer (FSO), to the Contracting Officer’s Representative (COR), Technical Point of Contact (TPOC), and the Cognizant Security Office to NUWCDIVNPT Security.

Communications Security (COMSEC) COMSEC access is required for the contractors to perform task(s) 4.5. COMSEC access/hardware/control is required to support SIPRNET connectivity to execute all SOW tasking.

Restricted Data (RD) RD is required for the contractor to perform task(s) 4.4. Restricted Data access is required to allow for full participation at events at Naval Shipyards and on board United States submarines to support installation and testing of the DARTS and Test and Evaluation Data Collection TEMPALT in support of NUWC test program. Test events take place in areas of Restricted Data.

North Atlantic Treaty Organization (NATO) Information

NATO is required for the contractor to perform task(s) 4.2, 4.3, 4.4, and 4.5. Access to NATO information is required to create and/or review Test Plans, complete Testing, and create analysis products.

Alternative Compensatory Control Measures (ACCM) Information ACCM is required for the contractor to perform task(s) 4.2, 4.3, 4.4, and 4.5. ACCM information is used in the creation of Test Plans, during the completion of testing, in the development of analysis products, and in data management.

Secret Internet Protocol Router Network (SIPRNET) SIPRNET is required for the contractor to perform task(s) 4.2 and 4.5. SIPRNET is used in the development of Test Plans and monitoring Test Schedules.

Unclassified Naval Nuclear Propulsion Information (U-NNPI) UNNPI is required for the contractor to perform task(s) 4.4 and 4.5. UNNPI is used in the development of Test Plans and is part of the Data Package generated by DARTS.

Naval Nuclear Propulsion Information (NNPI) NNPI RD is required for the contractor to perform task(s) 4.4 and 4.5. NNPI RD is used in the development of Test Plans and is part of the Data Package generated by DARTS.

National Security Information (S-NSI) SNSI is required for the contractor to perform task(s) 4.2. Ship’s Schedules fall under Nation Security Information and are required in order to develop a test plan.

Controlled Unclassified Information (CUI) including Legacy FOUO and Covered Defense Information (meeting the definition of 48 CFR 252.204–7012(a)) generated and/or provided under this contract shall be marked and safeguarded as specified in DoD Instruction 5200.48, CUI available at:

Any product containing Covered Defense Information shall be assigned a distribution statement (distribution statements B through F) in accordance with DoDI 5230.24 (Distribution Statements on Technical Documents); and DoDI 5230.24, Enclosure 3 Procedures, available at https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/523024p.pdf

INFORMATION SECURITY: If the work is performed at the Contractor's facility, the Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of classified information and controlled unclassified information (CUI) and to control distribution of CUI in accordance with National Industrial Security Program Operating Manual (NISPOM) codifying 32 CFR Part 117, NISPOM Rule, and SECNAV M 5510.36B. If the work is performed at the Government's facility, the Contractor shall comply with facility policy.

CUI INCIDENT REPORTING AND RESPONSE: The Contractor shall promptly report any unauthorized, inadvertent, or illegal release or disclosure of CUI to the Contracting Officer’s

Representative / Technical Point of Contact (TPOC), Procuring Contracting Officer, and the Security Office. Contractor personnel shall coordinate this effort through the relevant industry site FSO.

PUBLIC RELEASE: Any controlled unclassified information pertaining to this contract shall not be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been approved for public release by appropriate U.S.

Government authority. Proposed public releases shall be submitted for approval prior to release through the appropriate U.S. Government Office.

10.2 Operations Security (OPSEC)

OPSEC is a process that identifies critical information to determine if friendly actions can be observed by adversary intelligence systems, determines if information obtained by adversaries could be interpreted to be useful to them, and then executes selected measures that eliminate or reduce adversary exploitation of friendly critical information.

The Contractor shall develop and implement, and update and maintain an OPSEC program to protect controlled unclassified and classified activities, information, equipment, and material used or developed by the Contractor and any subcontractor during performance of the contract.

The Contractor shall be responsible for the subcontractor implementation of the OPSEC requirements. The Contractor developed OPSEC program may include Information Assurance and Communications Security (COMSEC). The OPSEC program shall be in accordance with National Security Presidential Memorandum (NSPM) 28, and at a minimum shall include:

1) Assignment of responsibility for OPSEC direction and implementation.

2) Issuance of procedures and planning guidance for the use of OPSEC techniques to identify vulnerabilities and apply applicable countermeasures.

3) Establishment of OPSEC education and awareness training. To include initial and annual OPSEC training.

4) Provisions for management, annual review, and evaluation of OPSEC programs.

5) Flow down of OPSEC requirements to subcontractors when applicable.

While performing aboard Government sites, the contractor shall: comply with all OPSEC instructions and policies; include OPSEC as part of its ongoing security awareness program and take all required Agency training; Be responsive to the Supporting OPSEC Manager on a non interference basis; and Protect sensitive unclassified information and activities, which could compromise classified information or operations, or degrade the planning and execution of operations performed by the Requiring Organization and contractor in support of the mission.

10.3 Electronic Spillage

Electronic Spillage (ES) is defined as a situation where information of higher classification than a system is authorized to process is introduced into that system, intentionally or otherwise. If a Contractor is determined to be responsible for an ES, all direct and indirect costs incurred by the Government for ES remediation will be charged to the Contractor.
