About this opportunity

The Defense Health Agency's Contracting Division for Defense Healthcare Management Systems has issued a Notice of Intent to Award a Sole Source Contract to Apsley Consulting Group LLC for a data acceleration experiment initiative. This special notice, posted on April 23, 2026, announces the agency's intent to award a firm fixed price contract under the authority of 10 U.S.C. 2304(c)(1) based on a determination that only one responsible source can satisfy the government's specific requirements. The notice is being published to allow interested parties an opportunity to challenge the sole source determination by the April 30, 2026 deadline. The contract vehicle is designated under PSC DD01 (IT and Telecom - Service Delivery Support Services) with a corresponding NAICS code of 541512 (Computer Systems Design Services) and a size standard of $34,000,000.

The primary objective of this sole source award is to procure specialized embedded data engineering and architecture expertise to develop a functional data ecosystem prototype within 90 days by integrating Commercial-Off-The-Shelf software solutions. The contractor must connect to and model data from multiple legacy Defense Health Management Systems sources, including the MHS Information Platform and MHS GENESIS, while supporting pre-implementation, user adoption, change management, and cutover preparation activities for a Service Treatment Record Zero Day capability pilot program. The estimated period of performance is 180 days from contract award. While this is not a request for quotes, interested parties who believe they possess the capability to meet the described requirements may formally identify their interest by the April 30, 2026 deadline. Any challenge to the sole source determination must be submitted within this timeframe, after which the agency intends to proceed with negotiation and award to the identified contractor.
