About this opportunity
The Defense Human Resources Activity is seeking a contractor to provide the DANTES Military Training Evaluation Program (MTEP), which involves evaluating and validating military training courses and occupational experiences to generate college credit recommendations. The primary objectives include conducting comprehensive course reviews, maintaining educational experience guides, processing military transcripts, and supporting data exchanges with academic institutions. The solicitation will use a best value/trade-off acquisition method with four primary evaluation factors: Technical Capability (most important), Past Performance, Small Business Participation Plan, and Price. Proposals are due by March 14, 2025, at 1:00 PM Eastern Time, with electronic submission required to the Contract Specialist Jada Weaver and Contracting Officer Mike Carnley. The technical evaluation will assess factors such as technical approach, evaluation methodology, management and staffing approach, data management plan, transition plan, and community/stakeholder engagement.
The contract is designated as a Women-Owned Small Business (WOSB) set-aside with a small business participation goal of 30% of total contract value and a 3% goal for Small Disadvantaged Businesses. The performance period spans five years, including a 10-month base period from June 1, 2025, to March 31, 2026, and four 12-month option periods through March 31, 2030. Key numerical requirements include evaluating 225-285 courses annually, conducting 8-11 occupational reviews, and performing 5-10 community reviews per year, with additional specific requirements for US Coast Guard courses. The primary place of performance will be DANTES facilities in Pensacola, FL, with travel required to various military training locations. While no specific incumbent is mentioned, the solicitation requires contractors to have evaluators with at least five years of postsecondary teaching experience and the capability to manage complex data systems and facilitate academic credit translations for military training experiences.
