About this opportunity

The Defense Human Resources Activity (DHRA) is conducting market research through a Sources Sought Notice to identify potential vendors capable of providing online academic skills training services for military service members. The procurement seeks a commercially available, web-based training platform that offers basic math, English, and science courses accessible 24/7 to all active, reserve, and National Guard members across all military branches. Key requirements include computer-adaptive and asynchronous learning capabilities, personalized learning pathways, comprehensive diagnostic assessments, ASVAB-related modifications, metacognitive skill development, tutor support through an academic help desk, and live/virtual tutoring services. The system must maintain 98% availability and include an early warning system to track student engagement, along with monthly and quarterly reporting capabilities. Interested parties must submit a 10-page unclassified capability statement by October 3, 2025, detailing company information, business type, expertise, and two similar project references, with all respondents required to be registered in SAM.

This opportunity does not currently specify any set-aside designations, though the government indicates it may potentially be issued as an 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, or Women-Owned Small Business set-aside. The current contract for these services is held by Peterson's LLC under contract number H9821021C0004, making them the incumbent contractor. The procurement targets NAICS code 611699 (All Other Miscellaneous Schools and Instruction) with a small business size standard of $16.5 million. The contractor will be required to provide educational support events, develop marketing materials, and deliver comprehensive academic skills training designed to help service members improve their academic readiness for college placement, military advancement, and career development. The program specifically aims to address educational gaps that have been exacerbated by the COVID-19 pandemic, with the platform supporting multi-learning styles and providing voluntary education workforce reporting capabilities.
