About this opportunity
The Defense Human Resources Activity issued a Special Notice on June 26, 2026, announcing a sole-source modification to the existing DANTES Academic Skills Training contract with Peterson's LLC (H9821021C0004) under FAR 6.103-1; the notice carries no open solicitation and does not anticipate contractor responses.
The modification extends performance for one month pursuant to FAR 52.217-8 Option to Extend Services, with authority to exercise up to six months total. The underlying contract, awarded on a firm-fixed-price and time-and-materials basis, was set to expire June 29, 2026, after a one-year base and four twelve-month option periods. A size standard protest on the follow-on solicitation (H9821026RE002) prevented timely award and created a service gap; Peterson's LLC is the only responsible source capable of providing uninterrupted training services during protest resolution, as alternative sources require 250-plus days of acquisition lead time including a one-month transition. The Academic Skills Training Program, mandated under DoDD 1322.08E and DoDI 1322.25, supports Service members' math, English, and science skills for college placement, reclassification, and military advancement. The program directly supports Project Patriot Pipeline initiatives and holds congressionally mandated funding through 2029. The follow-on small business set-aside solicitation received thirteen proposals, indicating robust future competition. The redacted Justification and Approval document is attached.
