About this opportunity
The Naval Supply Systems Command (NAVSUP) Weapon Systems Support Philadelphia is seeking repair and modification services for damper assemblies under PSC code 1615 (Helicopter Rotor Blades, Drive Mechanisms And Components). The procurement involves the repair of 70 units of part number 06100-08801-045 (NSN 1615-016887295-H5) with delivery on a FOB Origin basis. This is being pursued as a sole source acquisition under 10 U.S.C. 3204(a)(1) and FAR 6.302, with the Government anticipating a single acceptable offer from the responsible source. The solicitation will follow FAR Part 15 competitive negotiation procedures rather than commercial item acquisition practices. The pre-solicitation notice was posted November 15, 2025, with an April 13, 2026 due date for proposals, and interested organizations have 45 days from the synopsis to submit their capabilities and qualifications to Jacob.r.wells14.civ@us.navy.mil, with an anticipated award date of February 2026.
This procurement carries no small business set-aside designation and is anticipated to be awarded to Sikorsky under the existing Basic Ordering Agreement N00383-20-G-X901. The Government will consider all proposals received within the 45-day window to determine whether to conduct a competitive repair, though the sole source justification indicates Sikorsky is the anticipated awardee. Any firm not already approved to manufacture the material must submit a Source Approval Request (SAR), though the Government will not delay the procurement pending SAR approval. The solicitation will utilize electronic procedures and be posted to NECO, with no telephone requests or hard copies to be provided. The specific contract value has not been disclosed in this pre-solicitation notice, but the procurement encompasses 70 units of the damper assembly requiring repair and modification services.
