About this opportunity

The Department of the Air Force Materiel Command Installation and Mission Support Center intends to solicit a DVD and Bluray point plan collection development subscription service for the Air Force Libraries Division serving 63 general libraries worldwide, with a sources-sought response deadline of June 17, 2026 at 4:00 PM CDT.

The procurement is unclassified for set-aside. Performance is worldwide, with shipping via U.S. Postal Service to APO addresses in New York or San Francisco. The Air Force requires a commercially available, multi-tier web-based purchasing platform offering new releases, current bestsellers, and back catalog titles through an established DVD and Bluray library wholesaler; no custom development site is required. Individual order accounts for each of the 63 libraries operate under a main account managed by the vendor's Contract Liaison. Required capabilities include online ordering, worldwide mailing with shipping costs embedded in pricing, dedicated customer service representation, pre-release and monthly suggested order lists, publication metadata (reviews, selection lists, release dates, publisher pricing), and replacement or reshipping of defective or erroneous items at no additional cost. Pricing must be firm-fixed with shipping included.

The base performance period runs from September 30, 2026 through September 29, 2027, with three one-year option periods extending through September 29, 2030. The small business size standard is $47 million. NAICS 516210, PSC 7630. Sources sought responses must include points of contact, business classification, socioeconomic status, CAGE Code or UEI, and a capabilities statement. The Government will use responses to determine full and open competition versus small business set-aside eligibility.
