About this opportunity

The Secretary of the Air Force, Office of Competitive Activities is seeking information for the DAF Insider Threat Program User Activity Monitoring (UAM) capability via RFI, with responses due by 29 June 2026 at 1700 EST. This is a sources-sought engagement only; the RFI does not constitute a commitment to procure, promise an RFP, or authorize cost reimbursement.

The Government seeks vendor capability information regarding UAM solutions across multiple Department of the Air Force networks, including classified and unclassified systems, as mandated by Executive Order and public law. Responses must address seven specific topics: commercial software licensing structures, proposed subcontracting and small business partnerships, Performance Work Statement clarity, recommended contract strategies and vehicles, existing GWAC or Multiple Award Schedule participation, small business concerns regarding requirement scope, and recommended source selection evaluation criteria.

Interested vendors must provide their certified corporate SIPR email address by 1400 ET on 2 June 2026. White paper responses are limited to 5 pages total and must be classified at SECRET level only. Part 1 (one page maximum) requires administrative information including point of contact, business type designation by NAICS codes 541990, 541511, 541512, or 541519, facility security clearance level, CAGE code, and Unique Entity Identifier. Part 2 (four pages maximum) must answer the seven evaluation questions. Responses are submitted via SIPR email to linda.cavazos@us.af.mil, christina.fernandez@us.af.mil, and aaron.leddy@us.af.mil. The Government may conduct industry discussions and an Industry Day. Written technical questions regarding the PWS will be answered exclusively via SIPR email; questions received after the 29 June deadline may not receive responses. All submissions become Government property and will not be returned.
