About this file

This is a Request for Information (RFI) issued by the Secretary of the Air Force, Office of Competitive Activities (SAF/OC) on behalf of the DAF Insider Threat Program (SAF/OCSH) for User Activity Monitoring (UAM) capabilities. SAF/OCSH seeks information from potential vendors regarding their ability to provide UAM solutions across multiple Department of Air Force networks, both classified and unclassified, as mandated by Executive Order and public law. The Government explicitly states this RFI is for information and planning purposes only and does not constitute a commitment to contract, a promise to issue an RFP, or authorization for cost reimbursement. All response costs are the vendor's responsibility, and non-response does not preclude future RFP participation.

Interested parties must submit responses as white papers via certified corporate SIPR email to linda.cavazos@us.af.mil, christina.fernandez@us.af.mil, and aaron.leddy@us.af.mil. Two submission deadlines apply: initial responses by 1400 ET on 10 June 2026, and SIPR submissions by 29 June 2026 at 17:00 EST. Responses are limited to 5 pages total and must be classified at SECRET level only. Part 1 (one page maximum) must include administrative information: point of contact details, business type based on NAICS codes 541990, 541511, 541512, or 541519, facility security clearance, CAGE code, and UEI. Part 2 (four pages maximum) must answer seven specific questions addressing licensing structure, subcontracting/small business participation, PWS clarity, recommended contract vehicles, existing GWAC or Multiple Award Schedule status, small business concerns, and evaluation criteria recommendations. The Government may conduct industry discussions and host an Industry Day. All questions must be submitted in writing by email; verbal questions are not accepted. Written questions regarding the PWS and official responses will be transmitted exclusively via SIPR email, with no guarantee that questions received after 29 June 2026 at 1700 EST will be answered. All submissions become Government property and will not be returned.
