About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking software development support services for its Financial Services Center through a Request for Information (RFI) with solicitation number 36C10B25Q0025. The procurement will focus on comprehensive software development and production operations support, including project management, research and assessment, software engineering, system solution architecture, and technical services. Interested vendors must provide detailed responses addressing their technical capabilities, proposed approaches, and experience with software development across technologies like .NET, Java, Pega, and EDI. The RFI requires respondents to submit a 12-page response addressing 14 specific questions about their capabilities, including governance approaches, specialized certifications, and performance metrics. Responses are due by October 21, 2024, at 12:30 PM Eastern Time, and will be evaluated based on the vendor's ability to meet the Performance Work Statement requirements.

The contract opportunity is considering a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with specific requirements that prime contractors cannot pay more than 50% of the contract amount to non-SDVOSB subcontractors. The contract will have a 12-month base period with four potential 12-month option periods, indicating a potential total contract duration of five years. While specific award values are not disclosed, the complexity of the required services suggests a significant potential contract value in the software development and systems support domain. The procurement will cover software development support for VA Financial Services Center, including developing and deploying applications, providing tier 3 system sustainment, and potentially offering optional mentoring and training services. Vendors will need to demonstrate expertise in Agile development methodologies, compliance with 508 accessibility requirements, and the ability to work within a mixed federal and contractor resource environment.
