About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 12, through the VA Great Lakes Acquisition Center (GLAC), has issued a Special Notice for a sole source contract with Medtronic for PillCam GI system integration services. This procurement, identified as 36C25226Q0206, involves software installation, interface integration, support, testing, licensing, and training to connect Medtronic's proprietary PillCam capsule endoscopy platform with the Federal Electronic Health Record system powered by Oracle Health. The contract is being pursued under simplified acquisition procedures as authorized by 41 U.S.C. 1901, with the VA asserting that only Medtronic can satisfy the agency's requirements as the sole source manufacturer of the PillCam technology. This is a firm fixed-price contract for one-time service work classified under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance).

The primary objective is to integrate the existing PillCam SB3 platform—which includes the capsule, software, data recorder, and sensor components—with Oracle Health while ensuring all HL7 messaging protocols function correctly for order management, results transmission, and cancellation processes. Interested contractors must submit detailed information about their products and services along with customer references to Contract Specialist Romell Parrott by 5:00 PM Central Time on January 22, 2026. While this is nominally a sole source procurement intended for Medtronic, the VA will accept capability statements from other firms that believe they can meet the requirements, though no formal solicitation documents have been released and the agency retains full discretion to proceed with Medtronic. No competitive bidding is being conducted, and telephone inquiries will not be accepted during the submission period.
