About this opportunity
The Department of Veterans Affairs (VA) Technology Acquisition Center has issued a Special Notice announcing its intent to solicit and award a sole-source contract for PolyAnalyst software maintenance and support renewal. The notice pertains to the VA's National Center for Patient Safety (NCPS), which relies on PolyAnalyst, a comprehensive data science platform for text analytics and natural language processing. The software is critical for processing narrative text and structured data within NCPS databases, supporting essential operations such as quarterly and annual reports, Electronic Health Record Modernization reports, and providing data for executive strategic planning. The procurement falls under PSC code DA10 and NAICS code 513210 for Software Publishers. The contract opportunity was posted on February 11, 2025, with a response deadline of February 26, 2025.
The primary objective of this sole-source procurement is to continue maintenance and support for the PolyAnalyst software, which is exclusively provided by Megaputer Intelligence, Inc. Market research conducted in March 2024 confirmed no viable alternatives exist that could replicate the software's functionality without significant cost duplication. The proposed contract includes a 12-month base period with four additional 12-month option periods, and requires the contractor to provide support Monday through Friday, 8 AM-5 PM EST, with a 4-hour response time and 99.9% uptime guarantee. Eligibility is limited to Megaputer Intelligence, as they are the sole authorized provider of maintenance and support for their proprietary software. The software processes over 1 million root cause analysis and safety reports, interfaces with the VA's Corporate Data Warehouse, and supports critical functions including congressional and Freedom of Information Act request responses. A letter from Megaputer's CEO dated December 24, 2024, confirmed their exclusive right to sell and support the software.
