About this opportunity

The Department of Veterans Affairs Technology Acquisition Center issued a Request for Quotation for a Home Health Order Electronic Signature Platform Software as a Service solution to streamline the routing and signing of patient care and home health orders for the Texas Valley Coastal Bend Veterans' Health Care System. The procurement sought a cloud-based digital signature platform with FedRAMP Moderate Impact authorization, two-factor authentication capabilities, and integration with VA's electronic medical record systems to process approximately 20,000 documents annually across 76 user accounts. The solicitation was structured as a firm-fixed-price contract with a 12-month base period and four 12-month option periods, classified under NAICS code 518210 with a $40 million size standard. The government intended to award without discussions but reserved the right to conduct negotiations if necessary, with quotes originally due June 17, 2025, later extended to June 25, 2025. However, the Department of Veterans Affairs ultimately canceled this solicitation on October 1, 2025, indicating the requirement will be reviewed and potentially resubmitted in fiscal year 2026, subject to funding availability.

This procurement was designated as a 100% Total Small Business set-aside, requiring all vendors to be registered in the System for Award Management at the time of quote submission and award. The platform was designed to serve five VA clinic locations in Texas including Harlingen, McAllen, Laredo, Corpus Christi West Point, and Brownsville, supporting 76 total user accounts with the capability to handle 200,000 anticipated annual document signatures according to initial specifications, later clarified to 20,000 documents annually. The solution required a three-year document retention period, manual download-and-upload workflow into electronic medical records, and a single two-hour training session for users. Key technical requirements included vendor account creation, document routing capabilities, electronic signature functionality, comment submission features, and comprehensive filtering options by patient name, date received, processing status, and document identification. The contract was to be performed across multiple locations in the United States, specifically targeting the Texas Valley Coastal Bend Health Care System facilities, with the ultimate goal of eliminating administrative burden for Program Support Assistants and Registered Nurses in the current workflow process.
