About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration, Network Contracting Office 17, has issued a Special Notice announcing its intent to award a sole-source contract to Lone Star Communications, Inc. for Rauland software maintenance services. The contract covers maintenance for Responder 5 T15.1 software, encompassing labor, parts, travel for up to 6 customer care site visits, software upgrades, and firmware downloads. The procurement will be a firm-fixed-price contract with a base year from March 1, 2025, to February 28, 2026, followed by four additional one-year option periods extending through February 28, 2030. Rauland Borg Corporation has confirmed Lone Star Communications as their sole authorized service provider for these services. The notice is being published under the statutory authority of 41 U.S.C. 3304(a)(1), which allows for a non-competitive procurement when only one responsible source can satisfy agency requirements.
The primary purpose of this Special Notice is to provide transparency about the VA's intended sole-source contract and allow potential alternative contractors an opportunity to demonstrate comparable capabilities. Interested parties have seven days from the notice's publication to submit capability statements or proposals that might prove more advantageous to the government. While this is not a formal request for quotations or proposals, the VA will consider any submitted materials to evaluate potential alternative sources. If no affirmative written responses are received within the seven-day window, the contract will be issued to Lone Star Communications without further notice. The contract falls under the Software Publishers NAICS category (513210) and the IT and Telecom Business Application Software as a Service PSC category (DA10). Contractors interested in challenging the sole-source designation must provide comprehensive evidence of their ability to meet the VA's specific software maintenance requirements for the Rauland Responder 5 T15.1 system.
